The Policing Specialist will work under the overall guidance of the Programme Manager Security Sector Reform / Rule of Law and shall report directly to the Senior Technical Specialist – Policing Security Sector Reform/ Rule of Law.
Duties and Responsibilities of Policing Specialist
- Strengthen MOI’s capacities in Strategic Planning. Develop and deliver training curriculum in strategic engagement.
- Building sustainable capacity through specialized training of trainers courses.
- Strengthen MOI’s capacities in Risk Managemnt. Develop and deliver training curriculum in risk management.
- Facilitate community consultations. Organize, advise and facilitate community consultation meetings between the public and police.
- Provide essential advice and support to Security sector Reform (SSR) strategy and programs as needed.
- Advise and assist in establishing and facilitating a coordination framework between the Government of Iraq (GoI) and the Security Sector Reform (SSR) strategic partners.
- Advise Ministry of Interior (MOI) in enhancing their monitoring and evaluation (M&E) system.
- Develop and deliver capacity building programs in M&E, development M&E guideline, coach the development of M&E electronic system, develop MOI Key Performance Indicators (KPIs) list.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience
Min. Education requirements
- Advanced university degree (master’s degree or equivalent) in strategic planning or related field is required. OR
- A first-level university degree (bachelor’s degree) in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience
- Minimum 7 years (with master’s degree) or 9 years (with bachelor’s degree) of professional experience in strategic planning and security sector reform is required
Required skills
- Experience in strategic engagement with Security Sector Reform (SSR) including planning, coordination, and leadership roles in developing and operationalizing strategic engagement initiatives for security ministries and/or the security sector
- Expertise in developing, delivering, and evaluating training programs and plans is required.
- Knowledge and experience in relevant thematic area.
Desired skills in addition to the competencies covered in the Competencies section
- Possess strong skills and experience in strategic planning, community engagement, and public outreach is an asset.
- Experience in fostering networks and partnerships, internal oversight, and facilitate consultations is an advantage.
- Good understanding of law enforcement and criminal justice in Iraq, along with the capacity to develop reference documents for strategic planning is desirable.
- Proven Expertise in messaging initiatives promoting citizen-centered policing and navigating coordination frameworks is necessary for success is desirable.
- Proven expertise in the field of SSR strategy implementation at the government level in coordination with international partners engaged in the sector in complex emergency settings is highly desirable.
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability are desirable.
Required Language(s)
- Proficiency in written and spoken English is required.
- Fluency in written and spoken Arabic is desired.
