The Fully Funded Young Leaders Program (YLP) at the National Graduate Institute for Policy Studies (GRIPS) in Japan invites applicants from all nationalities to pursue a Master’s Degree. MEXT offers over 300 fully funded scholarships annually to students worldwide. The primary objective of the YLP is to cultivate future national leaders in Asia and other regions, fostering networks among these international leaders to strengthen relationships between member countries and enhance the quality of public policy.
GRIPS, supported by the Japanese Government, is a prestigious research-oriented graduate school situated in Minato, Tokyo, known for its high academic standards and elite educational offerings.

Eligibility for Program at GRIPS
- Applicant must be non-Japanese from the country given below.
- Must have a Bachelor’s degree from a recognized university.
- Candidate must be under 40 years of age as of October 1, 2023
- Must have full-time professional experience of 3 years in public administration
- Eligible countries for School of Government: Australia, Bangladesh, Brunei, Bulgaria, Cambodia, China, Czech Republic, Hungary, India, Indonesia, Kazakhstan, Republic of Korea, Kyrgyz Republic, Laos, Malaysia, Mongolia, Myanmar, Pakistan, Philippines, Poland, Romania, Singapore, Slovakia, Sri Lanka, Thailand, Turkey, Turkmenistan, Uzbekistan, and Viet Nam.
- Eligible countries for School of Local Governance: Cambodia, China, Czech Republic, Hungary, India, Indonesia, Kazakhstan, Republic of Korea, Laos, Malaysia, Mongolia, Myanmar, Pakistan, Philippines, Poland, Romania, Thailand, Turkey, Uzbekistan, and Viet Nam
- Students have to provide an English Language Proficiency Certificate with a 6.0 in IELTS or a 79 score in TOBEL iBT.
