Humanitarian Affairs Officer position is available in the Office for the Coordination of Humanitarian Affairs (OCHA), Humanitarian Financing and Resource Mobilization Division, Pooled Fund Management Branch, Central Emergency Response Fund (CERF) in New York.
The Humanitarian Affairs Officer reports to the Chief of CERF.
Key Responsibilities
- Leads the CERF underfunded emergencies window, including the global analysis and consultations on emergency selection, review of applications and reports, production of guidelines and best practices, and data management.
- Serves as a senior policy officer, advise on overall policy direction on CERF-specific issues, and, more generally, reviews and provides advice on a diverse range of policy issues related to humanitarian financing at large and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas (e.g. human rights).
- Prepares policy position papers on humanitarian financing for review.
- Likewise, monitors, analyzes and reports on humanitarian developments, disaster relief/management programmes or emergency situations to formulate CERF funding recommendations.
- Leads and/or participates in large, complex projects, related to humanitarian financing and CERF to include disaster assessment or other missions, ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.)
- Assists in the production and analysis of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.
Qualifications and Requirements
- An advanced university degree (Master’s degree or equivalent) in either political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field or, a first-level university degree in combination with an additional two years of qualifying experience
- A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area
- Experience with humanitarian financing instruments and humanitarian programme cycle instruments
- Experience with humanitarian pooled funds is desirable. Similarly, supervisory experience of a team is desirable.
- Above all, fluency in English is a requirement. Knowledge of another UN official language is desirable.
