UNOPS Senegal calls application for the vacancy of Lead Agricultural Engineer.

The “Lead Agricultural Engineer” consultant assists the Project Manager in the overall preparation of the study execution program, the coordination of the completion of all study deliverables, and the review of said deliverables in accordance with standards and the calendar selected. The position holder will also assist the Project Manager in the conduct of the construction control and supervision mission, and will provide technical assistance and expertise with regard to feasibility/design/construction requirements as well as the coordination of activities of the project in the field.

Responsibilities 

• Review, study and understand existing design and technical documentation to comply with original design intent, host government standards and internationally recognized best practices;
• Study and understand the UNOPS infrastructure design manual and ensure its appropriation by the third parties responsible for the design;
• Review the design drawings using AutoCAD or similar software;
• Promote and improve professional standards in irrigation engineering;
• Prepare terms of reference (statement of work) for third-party consultants based on the infrastructure appropriation strategy and technical requirements;
• Develop and ensure the regular updating of the work implementation schedule including the planning of studies and the design review;
• Manage, monitor and support the Consultant (s) in the design development process and ensure the strict and rigorous application of the requirements of the UNOPS Design Manual (when required);
• Ensure the quality review of the design documents to be submitted to the UNOPS Design Review Unit;
• Coordinate with the technical team and the consultant (s) for the rapid and efficient handling of Design Review comments;
• Prepare the tender documents for the completion of the work under the project;
• Provide technical support to the environmental and social management plan through coordination and reporting of third party activities;
• Ensure the availability of the underlying plans (HSSE, quality assurance plan, etc.);
• Ensure monitoring and management of works contracts and intellectual services;
• Support the Project Manager in monitoring progress and financial expenses for the project, including technical reports;
• Undertake the design tasks assigned by the Project Manager.

Educational Requirements

• A Master level (Bac + 5) in rural engineering, or in hydraulics, or in civil engineering or an area related to the development area is required.
• However, a combination of a license in Rural Engineering, or in Hydraulics, or in civil engineering or a field related to the planning field, and 2 additional years of relevant experience in the planning field can be accepted at the location of the educational requirements described above.
• AutoCAD certification would be an asset. Similarly,  Prince2 Foundation certification in project management would be an asset.

Professional experience 

• At least 5 years of professional experience in the field of engineering and/or irrigation is required.
• Experience in the design, construction, or rehabilitation of an irrigation system is desirable.
• Thorough knowledge of internationally recognized irrigation design standards is desirable.
• Experience in using FIDIC contract forms is desirable
• Good knowledge of AutoCAD or other computerized design packages is desirable.
• Knowledge of MS Project software would be an asset.

Languages

• Perfect command of spoken, read and written French
• Fluency in English would be an asset. Similarly, knowledge of another official UNOPS language would also be an asset.
