Programme Specialist – Women’s Economic Empowerment and Sustainable Livelihoods UN WOMEN
Through project outputs, the project Programme Specialist (UN Women) will aim to economically empower youth and women by building their skills and capacity to partake in the fourth industrial revolution and bridging industry-academia linkages for increased employability. The skills will be identified based on a mapping study to be conducted in the inception phase and will provide different sets of skills from digital marketing to advanced skills like robotics, coding and/or data analytics.
The chosen candidate is set to embark on this internship journey on January 2, 2024.
Duties and Responsibilities for Programme Specialist – (UN Women):
Lead programme development and management:
Oversee strategic planning process for the KOICA funded Project and complementary projects ensuring implementation in accordance with the signed project document;
Ensure the delivery of project results with the required standard of quality and within the specified timeframe and budget;
Provide direction and guidance to the project staff and responsible parties, managing project appraisal and evaluation according to the results-based management principles;
Support the preparation of project development and Implementing Partners’ selection documents, facilitating the respective processes at the Country Office level for optimal efficiency;
Manage operational and administrative aspects and contribute towards efficient financial administration;
Facilitate the presentation of background information for implementation of UN Women Women’s Economic Empowerment & Sustainable Livelihood programme, including drafting of project documents, annual work plans, budgets, and implementation proposals.
2. Coordinate and promote women’s economic empowerment and women’s access to technological resources and expertise:
Lead the coordination with Korean industry leaders, government departments, and public and private sector organizations involved in the technology industry for experience-sharing and mentorship of project beneficiaries;
Liaise with Korean authorities and guide operational processes for the exchange visits of project beneficiaries to Korea;
Manage and monitor project risks, making recommendations for possible actions as required;
Participate in project implementation by providing strategic advice and technical inputs to partner-led interventions and processes, including substantive input to policy development, planning and monitoring processes and products.
3. Build strategic partnerships and mobilize resources:
Cultivate partnerships with tech, private sector, government, academia, and civil society stakeholders.
Mobilize strategic partnerships and resource mobilization for upscaling and sustainability of the project;
Foster strong partnerships with project stakeholders including UN Agencies, government institutions, bilateral and multilateral donors, the private sector, civil society and others.
4. Advocate and promote knowledge building and management:
Identify capacity-building needs and provide technical support to implementing partners through mentoring, learning exchange, training, and capacity development initiatives, as needed;
Under the guidance of the supervisor, support the establishment of advocacy networks and campaigns with key partners at the national level;
Ensure documentation of the project learnings and development of evidence-based products in accordance with UN Women and KOICA guidelines
Required Skills and Experience in Programme Specialist – (UN Women):
Education and certification:
Master’s degree or equivalent in Development Economics, Gender Studies, International Development, Social Sciences, or relevant field;
A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the master’s degree.
Experience:
Minimum 5 years of progressive program management experience, including design, coordination, monitoring, evaluation, donor reporting, and capacity building.
Experience in one of: women’s economic empowerment, micro-enterprise, tech, vocational education, or business development is required.
Proven experience in leading teams effectively is required;
Experience working with KOICA or in the management of KOICA-supported projects is desirable.
Language Requirements: Fluency in English is required and Working knowledge of Korean is highly desirable.
Duration of Initial contract : The initial contract duration is 1 year.
Expected Duration of Assignment: The expected assignment duration is one year, with the possibility of extension based on performance and budget availability.
