Responsibilities
The incumbent Budget and Finance Officer will do the following duties
- Provides support with respect to the review, analyses, and preparation of budgets and costs plans for the program budget and/or extra-budgetary resources.
- Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
- Assists managers in the elaboration of resource requirements for budget submissions.
- Undertaking research and providing support to higher-level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
- Monitoring expenditures and compares with approved budget; preparing adjustments as necessary.
- Reviewing requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
- Assisting in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
- Monitoring the integrity of various financial databases.
- Verifying the accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
- Co-ordinating with other finance and budget staff on related issues during the preparation of budget reports.
- Undertaking periodic reconciliation of accounts as well as preparing requests on the redeployment of funds.
- Recording inputs on direct disbursement and miscellaneous documents as well as reviewing data on monthly staffing complement.
- Keeping up-to-date on documents/reports/guidelines that have a bearing on matters related to the program, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
- Drafting or prepares correspondence to respond to inquiries with respect to relevant financial and budget matters. Also, maintaining and keep up-to-date files.
- S/he may also be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
- Furthermore, the incumbent will be liable for other related duties, as assigned.
Requirements
The ideal candidate must have the following requirements in order to apply for the Budget and Finance Officer Job Vacancy at UN
- High School Diploma or equivalent. In addition to that, a minimum of seven years of progressively responsible experience in finance, budgeting or financial analysis.
- Similarly, experience in applying financial rules and procedures.
- An expert in Advanced Microsoft Excel is required. (Must attach the certification)
- Demonstrated experience of working in an Enterprise Resource Planning system is required.
- Also, experience in generating standard and non-standard reports, including statistical reports, from databases is desirable.
- For the post advertised, fluency in oral and written English. Furthermore, knowledge of another official United Nations language is an advantage.
