Chief, Capacity Development and Operational Training position is available in the Capacity Development and Operational Training Service within the Office of Support Operations in the Department of Operational Support. The Chief of Service reports to the Assistant-Secretary-General for Support Operations. Under the guidance of the Assistant-Secretary-General, and in collaboration with other areas of the Office, the Chief of the Service ensures that programmed activities are carried out in a timely fashion within the Service and Department.
Key Responsibilities
- Leads, supervises and carries out the work programme of the Service to develop and provide solutions to major gaps in operational support capacities in conjunction with counterparts across the Department and other entities across the Secretariat.
- Liaises with major process- and enterprise system- owners at Headquarters, as well as shared service providers across the Secretariat, in identifying inefficiencies and solutions in corporate operational support processes, including needed revisions to structures and process.
- Fosters relationships with enterprise system-owners and training components across the Secretariat in providing training, where appropriate, and identifying and maintaining a coordinated approach to Secretariat-wide training strategies in maintaining needed operational support capacities.
- Coordinates with counterparts within the Division for Policy, Evaluation and Training in the Department of Peace Operations in developing shared capacity and training solutions.
- Provides leadership to the development of innovative and/or change management programmes.
- Ensures that projects and outputs assigned to the Service reflect high-quality standards and that reports are clear, objective and based on comprehensive data.
- Assists the Assistant-Secretary-General in preparing the work programme of the Service, determining priorities and allocating resources for the completion of outputs and their timely delivery.
Qualifications and Requirements
- Advanced university degree (Masters degree or equivalent degree) in business or public administration, management, training and learning, change management, communications, social science or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field is required.
- Experience in change management in a complex organisational setting is desirable.
- Experience in coordinating training and development of personnel is desirable.
- Five years of experience in business process analysis is desirable.
- Field experience within the United Nations Common System or other comparable international organizations is desirable.
- Fluency in English is required. Knowledge of another United Nations official language is an advantage.
