Finance and Budget Officer position is available in Finance and Administration Unit, Country Based Pooled Fund Section, Pooled Fund Management Branch, Humanitarian Financing and Resource Mobilization Division, Office for the Coordination of Humanitarian Affairs (OCHA). The post is located in New York and the incumbent will report to the Head of the Finance and Administration Unit, with functional reporting relationship to the Executive Office of OCHA, on financial matters.
Key Responsibilities
- Monitors extra-budgetary contributions received for Humanitarian Funds and ensures they are recorded in compliance with IPSAS
- Identifies discrepancies concerning contributions to the Country Based Pooled Funds (CBPF) and resolves them
- Also, reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements of CBPF Section
- Provides support to managers with respect to the elaboration of resource requirements for budget submissions
- Reviews, analyses and provides input into finalization of programme budget/financial implications for the CBPF Budget in light of CBPF workplan and mandates
- Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from relevant governing mechanisms
- Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, from extra budgetary resources, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures
- Monitors, supervises and trains subordinate staff as required (both in New York and in the field)
Qualifications and Requirements
- Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in finance, administration, budget, business administration or related area
- Experience working in a finance capacity in an International Organization, NGO or Multilateral Aid Agencies or similar
- Likewise, experience working with financial processes of pooled funds is desirable.
- Experience with an Enterprise Resource Planning System such as SAP, UMOJA or similar is desirable.
- Similarly, experience with any grants management system is desirable.
- Fluency in English
- Knowledge of another UN official language is an advantage.
