With over 45 years of experience, working in over 60 countries, Population Services International (PSI) is the world’s leading non-profit social marketing organization. They are working to fix market failures, shape future health markets and shift policy and funding to better support consumer empowered healthcare.
PSI and its local affiliates manage malaria control programs in 32 countries and are world leaders in malaria control implementation delivering 42 million treated mosquito nets and almost 19 million treatments for confirmed malaria cases in 2016. More specifically, PSI supports national Ministries of Health to deliver improved malaria case management through public sector channels in partnership with the global fund and is working with a number of other donors to harness the private sector to deliver quality assured diagnosis and treatment of fever. Complimenting these service delivery programs with improved integrated reporting across all channels using DHIS II, today PSI supports countries that need it, to deliver a holistic malaria control program.
PSI are looking for a Finance Officer to support Impact Malaria, a multi-country, multi-million-dollar USAID malaria service delivery program to support service delivery across public, private and community channels, and shaping the future of malaria case management in at least 17 countries.
Responsibilities :
1. Budgeting :
Work with the Core project team and field offices on the development, review and finalization of country budgets/workplans to achieve project deliverables.
Work closely with the Finance Manager to provide financial management support to the country offices including forecasting, monitoring project and annual budgets against programmatic scopes of work.
Assist in the development, review, and finalization of the Core annual workplan budget.
2. Financial Analysis and Reporting :
Monthly, perform field finance reviews, establish accurate fund accountability statements, and work closely with country teams to address issues and risks associated with questioned costs.
Monthly, review subcontractors’ invoices, establish their fund accountability statements, work closely with respective subcontractors and the PSI Grants and Contracts Department to timely resolve issues and risks associated with questioned costs.
With Finance Manage, notify and advise Project Director, Deputy Project Director and project management team on relevant issues and proposed solutions; keeping them informed of significant developments and/or risks.
Coordinate closely with the Core project team, Compliance Manager and PSI Grants and Contracts Department to evaluate country office risk and design relevant monitoring and capacity building plans related to development of both internal country office staff and subcontractor capacity.
Produce routine and ad-hoc financial reports, project status updates, cash forecasts, and other data and spending analyses.
Work closely with Accounting group and ensure all transactions, adjustments or other changes are reported correctly and in a timely manner.
Work closely with internal units based overseas to resolve financial issues and to answer external client requests.
Support project financial reporting process, ensuring quality submissions and document retention
Other Responsibilities :
Reinforce the development of robust systems for monitoring subcontractors’ financial performance and risk and support the country team by sharing relevant tools and building strong capacity within PSI national staff.
Manage the finances in a portfolio of countries.
Prepare Standard Operating Procedures (SOPs), work instructions, and related supporting documents based on Quality Systems Unit guidelines.
Assist Finance Manager in preparing and facilitating trainings and technical assistance.
Qualifications :
Bachelor’s degree in finance, MBA, CPA or equivalent;
A minimum of 4 years of USAID contract management experience
A minimum of 5 years of relevant experience
Solid understanding of Federal Acquisition Rules and Regulations
Experience living or working in developing countries preferred.
French speaker strongly preferred.
References will be required.
Must be authorized to work in the United States. N.B. PSI will not consider work visa sponsorship and relocation expenses will not be covered for this position.
The successful candidate will be required to pass a background check.
