Gender Analysts Jobs at UN, United Nations chamber Office for Crisis Prevention and Recovery are looking for a motivated, experienced and highly qualified Gender Analysts to bear huge responsibilities on improving issues and scenarios regarding sex and gender of a human being.

Role and responsibilities of a position holder

Policy advice services:

  • Provide advisory to the CO management and programme teams on Gender equality and women’s empowerment, conceptualizing and formulating policy proposals and concepts for internal and external discussions with national partners, international agencies, donors, partners, and other stakeholders.
  • Conduct gender analysis for the preparation of strategic and project documents including on the analysis of the causes and drivers to propose a theory of change while ensuring responsiveness to national policies, priorities and strategic plans, and advance UNDP’s corporate goals.
  • Advise Senior Management on emerging issues, geographic areas of operation, needs and possible solutions identified from project/programme stakeholders and other strategic partners
  • Build partnership and cooperation with strategic players, including donors’ community, UN agencies, relevant international and national technical institutions in the areas of Gender and women’s empowerment;
  • Represent UNDP Syria in national and international events related to the areas of gender equality and women’s empowerment and support an increased role for the CO in relevant international and local networks

Gender mainstreaming:

  • Introduce gender mainstreaming into operational practice in the field by producing a single, coordinated plan incorporating initiatives undertaken and planned among stakeholders working on gender mainstreaming and UNDP activities; Design gender mainstreaming framework of strategic and project documents including The Results and Resources Framework (RRF). Incorporate gender-disaggregated SMART indicators and
  • monitoring and evaluation framework focusing on gender in consultation with relevant colleagues
  • Provide a comprehensive review of project document for its gender mainstreaming framework and submit written comments for the Local Project Appraisal Committee (LPAC) meeting
  • Review documents (reports, action plans, etc) with a gender lens and incorporate gender framework
  • Engender any other policy and procedure, strategic or other documentss, existing project.
  • Provide capacity development support of the CO colleagues and partners on gender mainstreaming.

Ensures effective management of the CO Gender equality and women’s empowerment projects focusing on quality control from formulation to implementation of the country project achieving the following results:

  • Design and formulation of CO’s Gender equality and women’s empowerment programme/ project proposals and initiatives, translating UNDP’s priorities into local interventions. Coordination of project implementation with the executing portfolios and other UN agencies. Introduction of performance indicators/ success criteria, targets, and milestones; and ensure synergies with other teams.
  • Initiation of a project, presentation of the project to LPAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects;
  • Assist in identifying areas of programmatic engagement with national stakeholders related to social cohesion, peacebuilding and consensus building, as appropriate. In doing so, systematically consider and streamline gender and social inclusion;
  • Build and manage relationships with national partners to support implementation and expansion of Gender equality and women’s empowerment; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.
  • Oversee field missions and review reports on monitoring missions;
  • Aggregate reports are regularly prepared to focus on results, output, outcomes; and Contribute to UNDP reports including donor’s reports.
  • Monitor and manage project progress and update risk management status using results-based management tools
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.

Gender-related communication, Research, knowledge building, and knowledge sharing, and Codification of Knowledge:

  • Provide contributions, as and when necessary, to the development of knowledge networks, communities of practice, surveys and information exchange with the UN counterparts.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Support for the development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues
  • Conduct researches with assessing the implication of a particular gender-related situation or a policy on development situation e.g., poverty reduction, equity, inclusion, etc.
  • Conduct research, synthesize best practices and codify project experiences on the ground in comprehensive knowledge products with lessons learned and step-by-step guidance for replication.

In coordination with PARC Team, foster strategic partnerships, and support to the implementation of resource mobilization:

  • In coordination with the PARC Team, foster strategic partnerships, and support to the implementation of resource mobilization;
  • In coordination with PARC unit and relevant CO colleagues, strengthen the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project;
  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Required qualifications

  • Master’s Degree or equivalent in gender studies and development related disciplines, human rights, political science, behavioral science, or other relevant social science fields. OR
  • First level University degree (Bachelor’s Degree or equivalent) with an additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 2 years of experience in the area of Gender equality and women’s empowerment at the national or international level & experience in providing advisory services on gender and women’s empowerment;
  • Knowledge of the Syrian social, economic and political context is essential.
  • Advanced user of computers and office software packages;
  • Experience implementing gender-responsive initiatives is required;
  • Experience working on gender-related issues in conflict / post-conflict environments is required.
  • Knowledge of Sexual and Gender-Based Violence (SGBV) policy and principles and the ability to apply them to a strategic and/or practical situation
  • Ideas of gender issues and the ability to apply to strategic and/or practical situations, including analysis of projects from a gender perspective.
  • Understanding of corporate reporting, including skills to manage ROAR reporting and extractions, gender marker development and other tools, supporting and strengthening GSIC, reporting and ongoing feedback to Executive Board.
  • Knowledge of systems for gender mainstreaming and capacity development and interagency collaboration and the ability to apply to strategic and/or practical situations.
  • Leadership and Mangement skills
  • Fluency in English and Arabic
