Job Description
The WFP is hiring highly professional Human Resources Officer at level P3 in the headquarter office Rome, Italy. The main function of the officer is to advise and assist on disciplinary matters, resolution of disputes and grievances, and other complex issues related to staff-management relations in the context of a large international organization.
Roles and Responsibilities
The main roles and responsibilities of human resources officer are generally divided into three areas – Staff Management Relations, Internal Justice System, and Advisory Services.
- Analyze and review investigation reports on misconduct and recommend appropriate action in disciplinary cases;
- Administer the due process requirements and internal policies related to performance rebuttal process and performance-based separations;
- Review grievances from employees and advise on appropriate resolution thereof in accordance with established staff regulations, rules, policies, and procedures;
- Keep abreast of policy and other developments related to the internal administration of justice;
- Provide proactive and innovative approaches to the delivery of HRMTR services.
- Provide technical advice and support, and policy guidance, to managers and other Human Resources officers in Headquarters and the Field on disputes and grievances, behavioral concerns, underperformance, protection from harassment, sexual harassment, abuse of authority, and discrimination); and any other matters falling within HRMTR area of expertise;
- Maintain and share knowledge of best practice and support the development and implementation of new/improved HR policies, systems and procedures to ensure they are reflective of regulations and support WFP effectively.
- Participate in the preparation and delivery of awareness-raising material and presentations for WFP employees worldwide, with a particular focus on behavioral standards and protection from harassment, sexual harassment, abuse of authority and discrimination;
- Contribute to special HR/HRMTR project(s) and represent HRMTR in meetings;
- Supervise, if required, the work of non-staff personnel and/or more junior members of the team, in a manner that ensures individual professional development and engagement as well as the effective provision of services;
- Contribute to developing HRMTR work plan. Prepare and ensure compliance with own work plan as well as that of team members under incumbent’s supervision;
- Perform other job-related duties as required.
- Provide background briefings and propose positions to Chief, HRMTR on issues related to staff-management relations;
- Follow-up with relevant parties on action points and issues arising from formal and informal consultations with the staff representative bodies.

Qualifications and Requirements
- university degree in Human Resources Management, Industrial/Labour Relations or Law or any advanced university degree in any discipline with some years of work experience in human resources management.
- minimum of five years of experience in the fields of human resources management, industrial/labor relations, and/or law practice.
- caliber in writing in a clear and concise manner, including the ability to draft/prepare briefing notes, presentations, legal submissions and reports and to communicate effectively orally.
- able to work and take leadership in a multi-cultural environment where teamwork is the most.
- strong analytical skills, critical thinker, problem-solving and tactful.
- must have good knowledge of the broad range of potentially contentious issues arising in human resources practice, particularly in connection with staff-management relations and the application of human resources policies, rules, and principles.
- should have excellent knowledge of advanced English and other UN officials language (Arabic, Chinese, French, Russian or Spanish) or Portuguese.
