This post is located in the Emergency Response Section (ERS), Field Operations and Technical Cooperation Division (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. Under the overall coordination of the head of section, the incumbent will report to the Coordinator of the Risk Analysis and Prevention Unit (RAPU).
Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
• Plans and coordinates activities related to risk analysis, early warning and prevention.
• Coordinates OHCHR’s inputs and contribution to inter-agency early warning and crisis management processes, including to the Regional Monthly Reviews mechanism of the Secretary-General Prevention Platform’s, the United Nations Operations and Crisis Centre (UNOCC) and the Inter-Agency Standing Committee (IASC) Early Warning Early Action analyst group.
• Conducts substantive research and produces human rights based risk analysis and early warning reports for preventive response.
• Supports human rights information management in monitoring, investigation and reporting activities and ensuring timely and streamlined flow of pertinent information and data, including risk alerts.
• Collects and analyses human rights data and information for risk assessments and early warning. including gender-specific data and indicators.
• Provides support to field presences, especially Emergency Response Teams, in strengthening the prevention and early warning dimension of their work through missions, coordinating the initial stages of preventive response deployments and/or remote monitoring actions in coordination with geographic sections and field presences.
• Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme.
• Defines work plan for area assigned in accordance with established terms of reference.
• Supervises field work through periodic visits; follows up on different cases and situations verified by the regional offices.
• Represents UN human rights programme at working level meetings.
• Directs capacity-building efforts on risk analysis and early warning organized by OHCHR.
• Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies.
• May provide guidance to new/junior staff.
• Performs other related duties as required.
