Humanitarian Affairs Officer position is available in he Humanitarian Financing and Resource Mobilization Division (HRMD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies.
The position is in the Country Based Pooled Funds Section, Pooled Fund Management Branch, HFRMD, in New York. The incumbent reports to the Head of the Field Management Support Unit.
Key Responsibilities
- Monitor, analyze and report on humanitarian developments, disaster relief/management or emergency situations in assigned country/area.
- Provides support and technical assistance to country based pooled funds teams of assigned countries
- Prepare or contribute to the preparation of guidelines related to country based pooled funds and drafts various written reports, documents and communications
- Participate in large, complex projects, to include disaster assessment or other missions
- Assist humanitarian community in capacity-building and organizes training in relation to humanitarian financing broadly and country based humanitarian pooled funds in particular.
- Serve as the primary focal point on specific topics or policy-related issues within humanitarian financing; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc.
- Establish and maintain contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.
- Undertake and provide support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country coordination mechanisms.
Qualifications and Requirements
- Advanced university degree (Master’s degree or equivalent degree) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
- Experience in project management is desirable.
- Experience in a humanitarian context within the UN common system or other comparable international organisation is desirable.
- Fluency in English is required. Knowledge of French or Spanish is desirable. Knowledge of another UN official language is an advantage.
