Position: Information Systems Officer at the United Nations Economic Commission of Europe, Sustainable Transport Divison.

Key responsibilities

The incumbent reports to the Chief of Section. In Particular, the Information Systems Officer performs the following duties under the supervision of Chief of Section

• Develops new modules for the International TIR Data Bank (ITDB) and monitors their use to ensure value-added services to clients. Similarly, maintains ITDB.
• Participates in the ongoing project on computerization of the TIR procedure (eTIR). Also, contributes to the work of the Informal Ad Hoc Expert Group on Conceptual and Technical Aspects of the Computerization of the TIR procedure (GE.1). Also, participates in intergovernmental meetings as well as capacity building workshops and seminars.
• Following, carries out research, analyses and evaluates new technologies in test environments and makes recommendations for their deployment during the eTIR project as well as for the operational IT services.
• Supervises the integrity and quality of data in the ITDB and take corrective actions, as required.
• Liaises with the UNECE Information System Unit and other ICT Services as required with a view to better integrating the TIR secretariat IT products.
• Develops cost proposals for contractual services in his/her technical field. Similarly, oversees the technical evaluation of proposals received and manages the contract service.
• In addition to that, performs other related duties as required.

Requirements

• Advanced University degree (Masters or equivalent) in computer science, information systems, mathematics, statistics or related fields. However, candidates with bachelor’s degree with two years of additional work experience can also apply.
• In addition to educational qualifications, at least five years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related area.
• Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Similarly, knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis.
• Good command in the English language. Knowledge of French is desirable.
