Position: Programme Officer (Monitoring and Evaluation) at UNICEF (United Nations Children’s Fund) China
United Nations Children’s Fund (originally as United Nations International Children’s Emergency Fund) is the UN organization that operates for the welfare of Children. UNICEF relies on contributions from governments and private donors. In overall, UNICEF’s total income for 2015 was US$5,009,557,471. Basically, governments contribute two-thirds of the organization’s resources whereas private groups and individuals contribute the rest through national committees. However, it appears to be that 92 percent of UNICEF revenue goes to program services. UNICEF’s programs emphasize developing community-level services to promote the health and well-being of children. Above all, UNICEF was successful in collecting Nobel Peace Prize in 1965 and the Prince of Asturias Award of Concord in 2006.
Roles and responsibilities
- Provide regular technical and procedural support to internal program monitoring and the evaluation function in the office. This includes assisting in the development of tools, processes, hands-on support to program sections and supporting national M&E capacity building.
- Provide technical and methodological support to evidence generation activities in the office, including research and studies.
- Assist in developing data products in diverse formats, providing technical support to meet UNICEF internal data needs. Similarly, assist in cooperation with government partners to strengthen national statistical capacity.
- Provide support to program sections and counterparts on SDG monitoring, including engagement in methodological development, promoting the integration of standardized survey modules in existing data collections, documentation of work on monitoring and reporting of the SDGs, and the development of SDG-related data products.
- Perform other related duties as assigned by the supervisor to ensure the success of the team. Additionally, support the PME section in capacity building and training within the office and to the government counterparts.
Required skills and qualifications
- Advanced university degree in Social Sciences, Social/Public Policy, Economics, Statistics, Demography or other relevant disciplines.
- In addition to that, at least two years of relevant professional experience in project planning, monitoring & evaluation, reporting or research.
- Proven research capacity especially on methodologies, and technical excellence in using and managing data, which enables the candidate to provide technical support to different teams, is desirable.
- Furthermore, familiarity with China’s official statistical systems and advanced use of any statistical analysis software and data visualization tools considered an asset.
- Fluency in English and Chinese is required.
