The Senior Program Manager will support day-to-day management of programs and award management support activities for selected projects, including the USAID funded multi-country Advancing Nutrition project and Lishe Endelevu nutrition project in Tanzania, as well as the Gates Foundation funded nutrition project in Ethiopia. Working closely with the relevant project directors, technical assistance providers, award managers, country office and partner staff, the incumbent will provide program management support for the implementation and achievement of project results. The Senior Program Manager will lead and contribute to the projects’ knowledge management efforts. The Senior Program Manager will ensure regular communication and strong collaboration between SC and partners, SCUS and SCI Country Offices, as well as with SCUS support functions, including human resources, finance and grants management. She/he will also provide management support to the Senior Director and technical leads during proposal development.
Responsibilities :
1. Program Management (60%) : Manage selected programs, including the USAID funded multi-country Advancing Nutrition project and Lishe Endelevu nutrition project in Tanzania, as well as the Gates Foundation funded nutrition project in Ethiopia from project start-up, ongoing implementation, to closeout. Ensure high quality program management through regular monitoring and oversight of program activities, represent project to both internal and external audiences. Specific responsibilities include:
Ensure efficient and effective program planning and implementation.
Work with project staff to develop internal processes and systems for monitoring and tracking program activities.
Work with technical advisors to ensure timely and quality technical assistance (both remote and field visits).
Work closely with project staff to ensure timely and quality completion and submission of program deliverables, such as work plans, periodic donor reports.
Work with project staff and other agency departments to support recruitment of project staff and consultants as needed
Lead /support project documentation efforts (help develop program briefs/fact sheets) in coordination with project teams and knowledge management staff.
Work closely with the country and HQ awards management staff to develop budgets, track spending, and ensure timely financial reporting.
Facilitate regular program review meetings at headquarters.
Participate in monitoring and evaluation of activities and assist in results reporting.
Ensure project compliance with donor and SC policies and regulations.
Coordinate and provide documentation and follow-up on meetings, conference calls, deliverables, etc
2. Coordination and Partnership (20%) :
Work in close collaboration with the SC technical and program team, award management staff, and SC support functions to ensure smooth implementation of program activities.
Ensure regular flow of information between country project teams and HQ staff.
Foster collaborative and respectful working relationships between project country, HQ and partner staff.
Coordinate communication efforts with consortium partners for projects.
Coordinate learning of innovation and research activities generated in the program unit in support of knowledge management.
When delegated by the Director or respective Advisors, represent project(s) to donors, including USAID-DC Washington, and other external audiences.
3. New Business Development and other Agency or departmental efforts (20%) :
Support the Sr. Director and technical leads during proposal development, concept notes, proposal budgets, and other new business development tasks.
Facilitate meetings and communication during proposal development efforts.
Support with strategy and work planning at a team/department level
Contribute to department knowledge management and learning efforts
Work with program support staff and technical team members to prepare program capacity statements, program management plans and past performance references for select opportunities.
Any other duty as relates to job and requested by the supervisor or department.
Required Qualifications
A minimum of bachelor degree
Minimum of 5-7 years of experience in a program management related role
Knowledge of USAID programming priorities and technical requirements, including grants, sub-grant agreements and technical assistance support.
Experience in planning and monitoring of program implementation in an international development context.
Experience in award management and developing program budgets and tracking expenses against activities for international donor-funded field-based projects.
Experience in coordinating country programs or projects
Excellent presentation skills and verbal and written communications skills.
Demonstrated cross-cultural awareness and ability to effectively function in a diverse work environment.
Excellent organizational and time management skills.
Willingness and ability to travel 1-2 trips per year (approx. 10-15% of the time) to developing countries, depending on budget and need.
Preferred Qualifications
Experience in program design and management of international health and nutrition programs.
Experience in facilitation, team building and coordination.
Ability to work independently with minimal supervision and prioritize multiple tasks.
Strong interpersonal skills and ability to identify and cultivate relationships with key stakeholders (internally, cross functionally, and externally) and establish trust to ensure effective collaboration and communication.
Willingness and ability to interact with established networks of senior level international health professionals, donors, and other partners.
