UNDP Risk Management, Oversight and Quality Assurance Advisor in Ndjamena, Chad
Under the leadership of the Resident Representative, the Risk management, Oversight and Quality Assurance Advisor will support the country office by working in close cooperation with operational and programme staff to ensure a risk management environment is cultivated to address hazard, financial, programmatic and operational risks.
Duties and Responsibilities of Risk Management, Oversight and Quality Assurance Advisor
Partners with Operations and Programme from planning to implementation and reporting focusing on achievements of the following results:
- Review and challenge risk management effectiveness across the office and all aspects of UNDP Chad’s operations.
- Ensure the risk management approach is embedded in any project/proposal, in office governance committees and in any major decision made by the management.
- Monitors and ensure internal control and oversight in line with HACT policy/framework.
- Provide advice to develop awareness and strengthen risk management mechanisms at national partner’s level.
- Assesses the risk impact on operational exceptions around the programme and advise management on related procedures and policies, and mitigation measures
Development of Risk Management and Compliance Practices:
- Development of Risk Management and Compliance Practices:
- Enforce and strengthen internal controls to ensure that systems are in place to prevent, detect and report non-compliance.
- Ensure that the programme/project are provided with efficient and effective supports from the programme management support unit.
- Develops internal mechanisms for risk management, establishes ad hoc mechanisms to respond to emerging situations and threats to the programme.
Advises and support to management in making risk informed decisions:
- Help advise the management on actions to be taken to enforce and strengthen accountabilities for a robust, responsive, and transparent governance framework.
- Coordinate Risk assessment and control activities with other UN agencies by representing the office in meetings related to Risks and Compliance activities.
- Supports management decision making processes, through offering independent advice on risk.
- Analyze cause and effect of policy changes to the operations of the office, anticipate changes and advise on the new way of doing business.
- Effectively communicates on risk monitoring and escalates the critical risks to the attention of the senior management.
Learning, Knowledge Management and Self Development and Any other tasks as directed by the Resident Representative of the CO:
- Actively promotes a knowledge sharing and learning culture within the CO.
- Support the implementation of a continuous learning and development plan for the Risk and Compliance function.
- Lead the process of Fraud risk training / orientation to staff, Partners and suppliers.
- Applies knowledge of more advanced aspects of institutional Risk Management in conflict and post conflict environments.
- Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
- Provide support to any UNDP’s project or country office as directed by the Resident Representative and the senior management team.
Knowledge Management
- Promotes the participation of the Country Office in regional projects and regional activities related to the project area as appropriate.

Required Skills and Experience
Education:
- An Advanced University degree (Master’s degree or equivalent) in international relations, law, investigations, audit, politics, economics, management or related field. Or
- Bachelor’s degree with 2 additional years of experience may be considered in lieu of Master’s Degree.
Experience:
- Minimum 10 years (with masters degree) or 12 years (with bachelors degree) of professional experience in risk management, including the ability to identify and manage risks at an operational and strategic level and communicate in a timely manner, any risk management issues as well as risk mitigation measures.
- Demonstrated experience and knowledge of international standards on risk management (ISO31000, The Committee of Sponsoring Organizations of the Treadway Commission (COSO), Enterprise Risk Management) is required.
- Demonstrated experience in ability in providing high quality service delivery is a comparative advantage.
- Previous experience and knowledge in investigation/intelligence, audit and fraud examination is a comparative advantage.
- At least 5 years of professional experience in an international organization and in conflict/post-conflict environments is required.
- Prior experience in Chad is a comparative advantage
Languages:
- Fluency in French and English is required.
Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
