The United Nations Office of Counter-Terrorism in Budapest, Hungary opens a vacancy for the Program Management Officer. The position will operate on the Special Projects and Innovation Branch and will report to the Senior Programme Officer.
The focus of this position is to support the implementation, monitoring and evaluation of a new UNOCT/UNCCT-led technical assistance project entitled ‘Building the Capacity of Member States to Prevent, Detect and Investigate Terrorist Offenses and Related Travel by Using Advance Passenger Information (API) and Passenger Name Record (PNR) Data,’ jointly implemented with the following partners; Counter-Terrorism Committee Executive Directorate (CTED), the United Nations Office on Drugs and Crime (UNODC), the International Civil Aviation Organization (ICAO) and the United Nations Office of Information and Communication Technology (OICT). Furthermore, the purpose of this project is to support Member States to build their capacity to detect and counter-terrorist travel, including through the use of API/NR data.
Key duties
The incumbent will perform the following duties
Candidates will coordinate the provision and delivery of technical assistance to the Member States in API/PNR, including through facilitation with project partners.
Similarly, s/he will perform consulting assignments on API/PNR, in collaboration with the client and project partners, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
Liaises with and maintains contact with project partners to support the timely delivery and provision of technical assistance to requesting the Member States.
The position will also do researches, analyzes and presents information gathered from diverse sources.
Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc., as they relate to API/PNR.
Provides substantive backstopping to consultative and other meetings and conferences on API / PNR., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
Initiates and coordinates outreach activities; conducts training workshops and seminars on API / PNR; makes presentations on assigned topics/activities.
Leads and/or participates in large, complex field missions, including the provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
Coordinates activities related to budget funding (program/project preparation and submissions, progress reports, financial statements, etc.) as well as prepare related documents/reports (pledging, work program, program budget, etc.).
Furthermore, the incumbent will be liable to perform other duties as required.
Requirements
Candidates must have the following qualifications in order to apply for this vacancy of Program Management Officer at United Nations Office of Counter-Terrorism in Hungary
Master’s degree or equivalent in business administration, management, economics or a related field. However, candidates with a first-level university degree in combination with two additional years of qualifying experience are also eligible.
In addition to that, a minimum of seven years of progressively responsible experience in project or program management, administration or related area.
Similarly, experience in Advance Passenger Information (API) and Passenger Name Record (PNR) systems related project is necessary.
Experience in managing international multi-stakeholder projects or programs is desirable.
Fluency in English (written and oral) is mandatory for this position. Furthermore, knowledge of another UN official language is an advantage.
