World Bank Announces E T Consultant Opportunity under LAKP-JLN

The World Bank Group has opened applications for an Extended Term Consultant (ETC – EC2) position under the Learning and Knowledge Program (LAKP), supporting the Joint Learning Network for Universal Health Coverage (JLN). Active for more than 15 years, the JLN now includes policymakers and practitioners from 41 countries worldwide.

Role Overview: E T Consultant – LAKP-JLN

The Extended Term Consultant will support the World Bank’s engagement with the JLN, working closely with the LAKP team, the World Bank JLN core team, and country stakeholders. The role requires strong facilitation skills, experience in health systems or health financing, and the ability to manage complex, multi-country learning initiatives.

The consultant will report to the Unit Manager, under the guidance of the Global Program Lead for Knowledge and Learning.

Key Duties and Responsibilities

Technical Facilitation and Program Coordination

  • Plan and execute in-person and virtual JLN activities, including logistics, facilitation, and participant communication
  • Ensure high-quality delivery of knowledge products reflecting country practitioner inputs
  • Support adaptation and implementation of JLN knowledge at the country level
  • Facilitate learning collaboratives and communities of practice as needed

Country Engagement and Network Governance

  • Support annual outreach surveys and follow-up with JLN member countries
  • Track and support Country Core Groups and membership transitions
  • Contribute to newsletters, webinars, and knowledge showcase activities
  • Support Steering Group and Sub-Group meetings

Integration with World Bank Teams

  • Coordinate with broader LAKP teams to align JLN outputs with World Bank processes
  • Support monitoring, evaluation, and documentation of JLN impact
  • Strengthen collaboration between JLN country members and World Bank country teams
  • Draft narrative reports for internal and operational reporting

Program Management and Operations

  • Support workload planning, onboarding, and timesheet reviews
  • Assist in proposal development, budgeting, and progress reporting
  • Streamline tracking and reporting of JLN activities and deliverables

Required Qualifications and Skills

The ideal candidate will demonstrate strong technical, coordination, and facilitation capabilities, including:

  • Master’s degree in Public Health, Health Economics, Health Management, Public Policy, Business Administration, or a related field
  • Background in health systems, health financing, or health policy
  • Experience with global learning programs and adult learning methodologies
  • Strong interest in peer learning and networking models
  • Excellent written and spoken English (French is an advantage)
  • Ability to manage diverse teams, competing priorities, and tight timelines
  • Strong interpersonal skills and ability to work independently and collaboratively
  • High energy, professionalism, and composure under pressure
