UNDP Philippines is supporting the government’s effort to implement the decommissioning and normalization aspects of the Bangsamoro peace process. It has designed the programme “Assistance for Security, Peace, Integration and Recovery for Advancing Human Security in the Bangsamoro Autonomous Region in Muslim Mindanao” (ASPIRE for BARMM) to help address the challenge of collecting unregistered personal firearms of both former combatants of the Moro Islamic Liberation Front (MILF) as well as members of the private armed groups. Due to the significant adverse ratio between decommissioned combatants and firearms “put beyond use,” this challenge has become a point of contention between the parties (i.e. Government of the Philippines and the MILF) to the peace process. The programme outcome aims at integrating comprehensive human security policy initiatives, raising from the ones that capture the former combatants’ socio-economic needs to those that promote climate action and disaster risk reduction, which contributes to advancing the local implementation of SDGs among all the people in Mindanao.
Under the guidance and the direct supervision of the Team Leader of the Peace Programme Team, a Project Specialist will be responsible for the programme management and implementation, in particular ensuring that implementing partners are equipped to achieve goals through close coordination with a donors. The Programme Manager will be working at the County Office in Manila and will report to the Team Leader and help ensure that programme planning, budgeting and implementation are aligned with the programme outcome. S/he will be supported with technical inputs by the various Portfolios of the Country Office, and then will support formulation and implementation of the Country Office’s strategies related to partnerships building and inter-agency collaboration.
