Call for Applications: Connecticut Governor Fellowship 2024

The Governor Fellowship Program is an opportunity for early career professionals to gain skills and experience in state government. The program is a partnership with the Connecticut Office of the Governor, Connecticut Department of Administrative Services, Yale University Tobin Center for Economic Policy, and Social Impact Partners.

Each fellow is placed at an executive branch agency within Connecticut state government and will work on policy and strategic initiatives. Fellows have the opportunity to participate in professional development opportunities, including a weekly speaker series, fellows’ day at the State Capitol, and opportunities to present to leadership within state government.

Responsibilities of Governor Fellowship

Roles will be aligned with candidates’ skills and interests. Opportunities across Connecticut’s executive branch agencies include roles and projects in economic and community development, education technology, workforce development, artificial intelligence, and health and human services. Potential projects include (but are not limited to):

  • Developing and operationalizing an AI governance process and AI Usage Lab with the Bureau of Information Technology Solutions (DAS-BITS);
  • Supporting the design and evaluation of the State’s Digital Equity program and 5-year digital equity plan with the Commission for Education Technology (DAS-CET);
  • Leading special projects to enhance the Connecticut Insurance Department’s (CID) capacity to prepare insurance consumers for climate risk through policy development, advocacy, and program management;
  • Evaluating the national landscape of prescription drug affordability to design a budget, assess staffing needs, and develop a strategic plan for a Prescription Drug Affordability Board with the Office of Health Strategy (OHS); and
  • Research 1-2 in-demand industry areas and deliver recommendations to fill critical workforce shortages within Connecticut with the Office of Workforce Strategy (OWS)

While the individual nature of each position will vary, general responsibilities include:

  • Crafting new policies and improving existing ones through research and analysis;
  • Coordinating efforts and resources across agencies and stakeholder groups; and
  • Partnering with towns, cities, and non-profits to implement critical programs and services

Eligibility for Governor Fellowship

  • Advance degree preferred.
  • 4-8 years of work experience, with a track record of achievement and ability to work independently in fast-paced work environments and lead projects from start to finish.
  • Proven ability to work comfortably across teams and among a diversity of stakeholders.
  • Relevant subject matter and/or functional expertise.
  • Passion for public service and willingness to learn.
  • Strong written and verbal communication.

    • Cover letter should include information about the candidate’s experience with the types of projects specified in the RFQ.
    • Candidates should indicate their top two placements from the “Agency Placements” section.

  • Writing sample
    • The writing sample may be a memo, publication, press release, or an excerpt of a longer work. Writing sample is not to exceed four pages.
  • References
    • References should include the name, company, relationship with applicant, address, and contact information.
