The Team Leader for Governance Data & Analytics, reporting to the Director of the UNDP Global Policy Centre for Governance, will provide strategic leadership for the Governance Data & Analytics portfolio. Responsibilities include offering technical support for global governance measurement methodologies, enhancing SDG16 monitoring, and fostering partnerships on governance and SDG16 data. This role involves collaboration with national statistical systems and coordination with international partners, including UN agencies, civil society organizations, and other relevant entities. The incumbent will connect with internal UNDP teams and align activities with global strategies, such as Data, Digital, and Knowledge Management.
Duties and Responsibilities for Governance Data & Analytics
Strategic Leadership, Policy Research and Policy Development:
- Provide strategic direction for UNDP’s work on governance statistics, and development of governance insights and analysis;
- Provide thought leadership in on governance and SDG16 measurement and SDG16, including the development of data insights, synthesized knowledge and analytical pieces/policy briefs and reviews of knowledge on measuring governance and monitoring SDG16;
- Link to the Research and Engagement Agendas of the Centre to provide guidance for evidence-based policy making;
- Connect the work of the governance data analytics function with the other functions of the centre
- Lead in UNDP’s work to support the development of global standards on governance statistics, through partnerships and networks and link to country level monitoring.
Management and Coordination:
Lead the planning, management, and delivery of the Governance Data & Analytics pillar at the Global Policy Centre for Governance;
- Oversees the delivery and implementation of the funding to support monitoring and reporting on SDG16, development of global methodologies on governance as well as production of governance data and analytics;
- Establish and implement strategic priorities for future activities, in liaison with the OGC Director and other colleagues;
Partnerships and Representation:
- Lead advocacy and strategic engagement efforts on governance data and SDG16 at global level;
- Represent UNDP (and where appropriate, UN partner organizations) to advocate for corporate messages in regional and international discussions on governance statistics and SDG16;
- Leverage external partnerships in support of global progress on governance statistics and SDG16;
- Contribute to strengthening partnerships with research institutes, civil society organizations, international and regional organisations on governance statistics and SDG16 especially supporting South-South and triangular knowledge sharing, and ensuring that OGC works closely with both Nordic as well as Southern think-tanks and institutions;
- Support partnerships with other UN SDG16 custodian agencies (including UNODC, OHCHR, UN Women, UNESCO) and key multilaterals (including the World Bank, OECD) and other existing and potential partner institutions working on SDG16;
- Where appropriate, support resource mobilization for UNDP’s governance work and the work on governance data analytics in particular.
Innovation and Knowledge Management:
- Encourages the adoption of innovative approaches in governance data and analytics, including in development of partnerships and use of new technologies;
- Engage with the knowledge management pillar of the Global Policy Centre on Governance to strengthen the community of practice on monitoring and measurement of governance and SDG16, including the SDG16 Hub;
- Produce lessons learned and codify knowledge and experience on SDG16 and governance measurement;
- Ensure the development of cutting-edge knowledge production and dissemination, including on governance data insights and analysis;
- Strengthen, in co-ordination within the Centre and other members of the GPN, lessons learnt, best practices, and relevant knowledge products on measuring different dimensions of governance.
Supervisory/Managerial Responsibilities:
Lead a diverse team of expert staff and consultants working on governance data and analytics by providing them with clear objectives and goals, direction, and guidance to empower them to positively contribute to the Centre’s work on Research, Insights, Data Analysis and Analytics.

Required Skills and Experience
Education:
- Advanced university degree (i.e. Masters or its equivalent) in Political Science, International Relations, Social Policy, Public Policy, Economics, Development Studies, Statistics, or a related discipline OR a First-level university degree (i.e. Bachelor’s or its equivalent) in Political Science, International Relations, Social Policy, Public Policy, Economics, Development Studies, Statistics, or a related discipline AND two additional years of relevant work experience.
Experience:
- At least 10 years of relevant professional experience (with a Master’s Degree), including in the area of development, governance and/or social sciences. Candidates in possession of only a first level university degree (i.e. Bachelor’s or equivalent) must possess at least of 12 years of relevant work experience.
- Proven knowledge and experience on measuring governance, governance statistics and/or SDG16;
- Experience working with national statistical systems, including supporting national statistical systems with statistical production processes and/or data collection, analysis, use and dissemination, is an asset;
- Proven quantitative and qualitative research experience in the area of governance. Excellent partnership building, networking, and interpersonal skills, including ability to establish and maintain high-level contacts with representatives from government, international organizations, CSOs, academia and other actors;
- Track record of bringing together multiple stakeholders, including governments, civil society, and researchers to address policy challenges;
- Proven experience in management of personnel and teams;
- Experience in working in development contexts is required;
- Knowledge of and experience with UN/UNDP and its work in governance and/or peacebuilding, data and statistics is an asset;
Language:
- Excellent knowledge of English, as well as writing, presentation, and communication skills.
- Working knowledge of other UN language is an asset.
