Position Title: Political Officer
About OSCE
The Organization for Security and Co-operation in Europe (OSCE) is the world’s largest security-oriented intergovernmental organization. Its mandate includes issues such as arms control, promotion of human rights, freedom of the press, and fair elections. It employs around 3,460 people, mostly in its field operations but also in its secretariat in Vienna, Austria, and its institutions. It has its origins in the 1975 Conference on Security and Co-operation in Europe (CSCE) held in Helsinki, Finland. The OSCE is concerned with early warning, conflict prevention, crisis management, and post-conflict rehabilitation. Its 57 participating states are located in Europe, northern and central Asia, and North America.
Roles and responsibilities
In particular, the incumbent will perform the following functions under the general direction and supervision of the Head of the OSCE Centre in Ashgabat
- Provides analysis of current affairs and developments in the politico-military area.
- Implements the Centre’s activities in the politico-military dimension of the OSCE.
- Establishes contacts and liaising with senior government officials of the Ministry of Defence, relevant parliamentary committees, and other officials dealing with security and defence issues, as well as with local authorities, universities, research institutions and non-governmental organizations (NGOs).
- Assists in arranging OSCE events, inter alia, seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation.
- Liaises with the other OSCE presences in the region.
- Prepares information about the programme/projects on security/defence initiatives.
- Similarly, develops, implements and monitors activities and projects related to SALW and Confidence and Security Building Measures (CSBM).
- Furthermore, performs other duties as required.
Minimum requirements
- Advanced university degree in the relevant field. In addition to that, at least six years of professional experience in a similar field or role.
- Previous working experience in a programmatic/strategic planning role. Similarly, proven work experience in project management: project development, including budgeting, monitoring, implementation, and reporting (both narrative and financial)
- Professional fluency in the English and Russian languages, both oral and written, including the ability to draft documents clearly and concisely
- Strong analytical and negotiation skills as well as upervisory and management experience in an operational/active security/defence environment.
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
- Proven ability to establish contacts and constructive relations with officials local and population.
- Flexibility and ability to work under pressure and with limited time frames.
- Ability to operate windows applications, including word processing and e-mail.
- However, the candidate must be from the OSCE member country.
