Apply for the Vacancy for Electoral Operation and Procurement Specialist in Niger. IFES seeks an experienced Electoral Operation and Procurement Specialist to work with CENI, Niger in providing them with advice on best practices on procurement rules, processes, and policies in preparation for the 2020 general elections (Presidential and Legislative). This consultant will work closely with the CENI and IFES under the below SOW

Duties

• Provide the CENI with advice on best practices on procurement rules, processes and policies towards the holding of 2020 general elections (Presidential and Legislative);
• Also, assist in the development of lists of electoral materials and their specifications as well as develop budgets, specific procurement procedure process/methods, and advise on the identification of sources/vendors;
• Additionally, assist the CENI’s process during the launch of the procurement / tendering for electoral materials and provide advice on contracts to ensure that the best interest of the CENI is considered throughout the procurement chain.

Requirements

• Minimum 10 years of relevant professional experience;
• Likewise, university degree or advanced education in a related field;
• Additionally, prior experience in working with Electoral Commission/s and/or other government entities in a similar capacity;
• Also, experience and understanding of government procurement processes.
• Sensitivity to local environment and customs;
• Furthermore, proven ability to plan and ensure targets are met;
• Also, French and English fluency.
