The objective of this assignment is to provide technical support and on-job capacity development in the framework of the elaboration of the Schema Directeur d Urbanism du Grand Conakry, and to coordinate and work jointly with the team based in Conakry.

Objectives:

The incumbent will have the following objectives:

• Strengthening of urban governance at the local and national levels under the responsibility of UN-Habitat
• Also, better access to basic sanitation services for urban populations in Conakry and Kindia neighborhoods with the support of the Belgian development agency.
• Additionally, improve in a participatory manner, the legal, regulatory and institutional framework of urban development at the national level and particularly in the city of Conakry.
• Moreover, strengthen the institutional capacity and skills of stakeholders in the development and implementation of urban and territorial policy and planning documents through a participatory, gender-sensitive approach.

Deliverables

The main deliverables of the project are:

I. Capacity building report on planning and land use planning

II. Also, the National Urban Policy of Guinea

III. Additionally, the White Paper of the future National Planning Scheme

IV. Moreover, Grand Conakry Urban Development Plan

V. Furthermore, the implementation report of the priority pilot projects.

Responsibilities for Vacancy for Senior Urban Planner in Kenya

• Mainstream UN-Habitat methodologies. And tools and in particular the Participatory and Incremental Urban Planning Methodology with city and regional officials and technical staff in Guinea Conakry;
• Also, provide guidance and coordinate the technical assistance related to Result 4 to analyze, collect, compile and interpret data. And on the preparation of a diagnostic, scenarios, concept and strategic plan for the Schema Directeur and plans detail’s
• Furthermore, provide technical coordination and guidance for the development of detailed neighborhood plans with city and regional officials and technical staff in Guinea Conakry
• Additionally, advise and work with city officials on harmonizing the Schema Directeur with Conakry Vision 2040, as well as international agendas such as the SDGs and the New Urban Agenda.

The incumbent should meet the following skills:

• Excellent communication and interpersonal skills
• Also, proven ability for building and managing effective partnerships
• Additionally, excellent writing skills, with analytical capacity and ability to synthesize project outputs and relevant findings for the preparation of quality reports
• Also, ability to work independently or with minimal supervision with a high degree of responsibility, in a flexible manner and often under pressure
• Moreover, knowledge of financial resources and human resources management, contract, asset and procurement, and general administration;
• Furthermore, capacity to coordinate and organize a team and to support project implementation.
