Duties and Responsibilities Programme Specialist/Head of Governance
As a member of the CO senior management team, UNDP’s strategic positioning and contribution to governance and peacebuilding:
- Produce reports and high-level political analysis and capacity to dialogue with high-level political actors as well as donors from the international community is an asset;
- Provide strategic direction and thought leadership to UNDP across governance issues to support the government in achieving its strategic goals;
- Provide substantive inputs to the Government and other stakeholders related Governance working groups;
- Facilitate strategic engagements related to the area of practice and represent UNDP efficiently.
Ensures effective management of the UNDP Governance portfolio and supervision of the team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
- Lead the Governance team in the development and operationalization of UNSDCF and CPD, including joint programming;
- Design and formulation of CO portfolio within the area of responsibility, translating UNDP priorities into local interventions, including innovative approaches;
- Coordinate the implementation of the governance portfolio working closely with colleagues and partners;
- Effective application of RBM tools, establishment of programmatic targets (BMT), early planning and monitoring and reporting on achievement of results;
- Strategically lead the governance team towards achievement of the team’s goals;
- Provide mentoring, coaching and supervision of personnel in Governance Team promoting personal and team’s growth;
- Preparation of annual reports, regular portfolio briefs, and reports, including but not limited to donor reports.
Establishes and maintains strategic partnerships and supports resource mobilization in cooperation with Senior Management focusing on achievement of the following results:
- Development and implementation of the CO and the Governance partnerships and resources mobilization strategies;
- Lead and support programme networking, linkages and partnership development and donor reporting;
- Co-Chair the Development Partner Technical Working Group on Governance;
- Ensure transparency and accountability for strong partnership with UN agencies, donors and relevant stakeholders;
- Ensure compliance with partnership requirements including donor reporting, engagement and visibility requirements.
Ensures provision of high – quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
- Initiation of policy alternatives and innovative policy options in support of Government’s programme and targets;
- Initiation of tailored research(es) in search of policy alternatives and innovative approaches;
- Establish partnership with relevant UNDP and UN knowledge platforms and networks for access to current data and policy options.
Effective contribution to and provision of substantive inputs to theUN particularly through the Governance work for the achievement of thefollowing results:
- Identification of joint interventions programming in the governance areas;
- Collaborative preparation and/or revision of CCA, UNSDCF, CPD and other documents;
- Synthesis of lessons learnt and good practices from the portfolio;
- Support the CO as may be required to achieve its strategic goals.

Required Skills and Experience
Education:
- Master’s degree in core Governance functions (Parliamentary Studies, Anti-Corruption, etc), Peace Studies/Conflict Prevention, Politics, Political Science, Law (preferentially Public International Law, Human Rights, Humanitarian Law) or;
- A first-level university degree (bachelor’s degree) in a relevant field with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 5 years (Master’s degree) or 7 years (Bachelor’s degree) of relevant experience at national, regional or international level in leading strategic governance programs, projects, and portfolios;
- Proven experience in project development and management;
- Demonstrated analytical and thought leadership capacity including research and publications in broad governance areas in a developing country context;
- Strong hands on advisory, strategic, operation planning and implementation of field activities in broad governance thematic areas such as human rights, legal and judicial reform, anti-corruption, and legal aid;
- Experience in policy engaging and working closely with Government (local and central), civil society, bilateral, regional and global organizations;
- Strong evidence of networking, partnership development and resource mobilization capabilities;
- Strong management capacities both on the advisory, programmatic and operational side;
- Demonstrated ability to work under pressure in a multicultural and complex environment;
- Experience working with the UN or other multilateral agencies in the framework of multi donor projects and related to the Gambia is an advantage.
Languages: Fluency in English language. Working knowledge of other UN language desirable.
