Position: Evaluation Specialist

About position 

The United Nations Children’s Fund (UNICEF) is seeking highly qualified Evaluation and Monitoring Specialist. The incumbent will perform the following duties in particular

  • Liaising with the UNICEF WASH team to determine a relevant and realistic scope for evaluations
  • Developing a list and repository of relevant documents for use during the evaluation inception and data collection and analysis phases
  • Facilitating access to data as well as communications and meetings between evaluation teams, the various stakeholders in HQ as well as in the regional and country offices, and the Chair of the Evaluation Advisory Group
  • Providing technical and logistical support to the EO and the evaluation team; helping to organize country visits and desk-based case studies, and other data collection activities
  • Reviewing and providing inputs/QA on data collection methods and tools as well as on the evaluation deliverables (inception report, document review report, country case study reports and interim report)
  • Creating an archive of the evaluation material (data and analysis).
  • Contribute to the work and coordination of the EO independent corporate evaluation team (e.g. inputs to other evaluative exercises; participation in meetings and inputs into SOPs/guidance/manual/templates, etc.);
  • Provide technical advice and quality assurance on evaluation TORs, reports and other evaluation initiatives sent by HQ-WASH, ROs and COs (on demand);
  • Also, contribute to or manage corporate evaluations on UNICEF’s work on environmental issues.
  • Furthermore, complete other duties as assigned.

Minimum requirements

In order to be eligible for the position, the candidate must have the following qualifications

  • An advanced university degree (Master’s or higher) in social sciences, evaluation, operational research, M&E and/or WASH or a related field. In addition to that, a minimum of eight years of relevant professional work experience in program evaluation, M&E, and operational research.
  • Some exposure to WASH and emergency programming, including humanitarian evaluations, would be an asset.
  • Fluency in English is required.  However, knowledge of another UN language is an asset (particularly French).
