Job Description

The Monitoring Officer I provides technical support to monitoring and evaluation activities for domestic and international programs implemented by CCP, with guidance from higher R&E level staff. Additionally, the Monitoring Officer I assist Research and Evaluation Officers with activities along the continuum of monitoring, evaluation, and learning, from conception and design to results interpretation, reporting and data use.

Duties

The incumbent should do the following duties

Theory, Frameworks & Models

  • Demonstrates knowledge of public health, communication and/or social psychological theories.
  • Likewise, contributes to the application of SBCC theory and models to RMEL studies and monitoring plans w/Support.

II. Research & Evaluation

Research Design

  • Support the development of R&E designs to fit the local context and programs based on monitoring data w/Support
  • Coordinates technical input from in-country MEL staff w/Support

Tools Development

  • Develops drafts of MEL quantitative and qualitative data collection tools w/Support
  • Likewise, coordinates the development of program partners’ monitoring data collection tools w/Support
  • Also, develops mobile and electronic data collection tools w/Support

Qualifications

Minimum Qualifications (Required)

  • Masters Degree (MPH, MSPH, MS) in communication, public health, or related behavioral science,
  • Additionally, three (3) years of program monitoring experience,
  • Also, at least one (1) year is relevant international-experience.

Preferred Qualifications

  • Doctoral degree (Ph.D., DrPH, ScD) in communication, public health, or related behavioral science with one year of monitoring experience.

Special Knowledge, Skills, and Abilities

  • Language skills a plus.
  • Also, advanced XLS form scripting for use with ODK (backend and automated calculations)
  • Likewise, qualified in mobile and web data collection
  • Similarly, extensive use of various ODK servers (Ona.io, Kobo, etc.) and data storage, management, and download and cleaning for STATA
  • Also, app building and so on…
