The Cash Programming Adviser (CPA) will take a leading role in strengthening our organization-wide systems and skills to do cash-based and market-based response analyses and help us increase and improve our global cash programming capacity and portfolio size.

Under the management of the Global Humanitarian Director (GHD) and in close coordination with Program Development and Technical Assistance Department colleagues, the Cash Program Adviser (CPA) will be responsible for providing day-to-day program support and advice to Relief International country offices and cash transfer programming globally. The CPA will be required to deploy to the field to lead on and support field teams in capacity-building efforts, and to lead or advise on the design and implementation of CTP as part of an emergency response and program mobilization efforts more generally. The CPA will also take a leading role in program development and proposal writing / preparation, particularly in relation to cash programs. In addition, the CPA will support the Humanitarian Director with the Cash Transfer Programming (CTP) institutionalization initiative at the global level, supporting the integration of CTP standards and processes into wider organizational policies and practice.

Responsibilities 

  • Provide leading technical and operational assistance and support in preparedness, assessment, design, mobilization, implementation and review of country cash-transfer programming. This will often involve drafting and reviewing grant / project proposals
  • Promote uptake of the RI Cash Toolkit among program and support teams and advise country teams on most appropriate tools to use at each stage of the program cycle
  • Support the Humanitarian Director with the integration and uptake of CTP approaches, standards and processes into wider organizational policies and practice.
  • Provide leadership and coordination to RI’s internal Cash Working Group
  • Support the roll out of country offices’ “cash-readiness” process with in-country trainings, guidance and mentorship
  • Work with global and regional operations and procurement officers in rolling out of training for operations and procurement staff
  • Provide face-to-face training and remote support to various stakeholders in RI, including field teams, regional and global technical and operational staff for full uptake (roll-out) of the RI Cash Toolkit and for a common understanding of CTP objectives and opportunities within RI
  • Work with the technical sector leads (Economic opportunity, Health and Nutrition, Education, WASH, MEL and Protection) to identify how CTP can be integrated into their workflow and support the calculation of adequate support packages per sector / per affected household based on multi-sector response analysis
  • Represent RI as an active member of the Collaborative Cash Delivery (CCD) Platform’s technical groups, and provide leadership, support and oversight to CCD pilot which RI is leading on behalf of agencies in Iran.
  • As requested, represent RI externally, in order to promote RI’s interests and further establish RI as a credible and valued member of the professional humanitarian community.

Qualifications & Requirements

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Bachelors’ degree in a relevant field of study
  • Minimum 5 years aid-related international NGO experience in fragile contexts
  • Minimum 3 years in role in humanitarian program design and management
  • Significant experience and a track record of success in design and delivery of high quality CTP and other market-based programming
  • Extensive experience and demonstrated success in grant proposal preparation
  • Significant experience in training facilitation, capacity building and mentoring
  • Experience of working within budget constraints
  • Highly developed writing skills at programmatic level (assessment reports, proposals, guidance notes)
  • Demonstrated knowledge of grantee regulations and implementation experience of USAID, DFID, UN, EU and other major donor-funded programs
  • Previous background and/or experience in management of at least two of the following relevant technical sectors is preferred: food security and livelihoods, education, health and nutrition; water, sanitation and hygiene; or protection
  • Ability to show initiative, multi-task and provide a consistently high quality output / deliverables
  • Flexible, positive and pro-active attitude essential
  • Ability to work effectively across teams and departments
  • Strong English language communication skills; Preferred second global language
  • Ability to travel on short notice to fragile settings, for up to 30% of time.
