Position: National Project Coordinator

About ILO (International Labour Organization)

The International Labour Organization (ILO) is a United Nations agency whose mandate is to advance social justice and promote decent work by setting international labour standards. Altogether, the ILO has 187 member states including cook islands. The tripartite structure is unique to the ILO where representatives from the government, employers and employees openly debate and create labour standards. The International Labour Office is the permanent secretariat of the International Labour Organization. It is the focal point for the International Labour Organization’s overall activities. Moreover, it prepares under the scrutiny of the Governing Body and under the leadership of the Director-General.

About position

The International Labour Organization is seeking reliable, dynamic and highly qualified National Project Coordinator in China. In general, the incumbent will coordinate the work with the programming unit of CO-Beijing to ensure programme coherence with other work in the China Decent Work Country Programme. S/he will report to the Project Manager who will be based in Beijing.

Key duties

In particular, the position holder will do the following duties

  • Contribute to the effective coordination, implementation, monitoring and evaluation of the project activities, in accordance with the policies, project strategies, programming guidelines, administrative and financial procedures of the ILO and country/action programmes.
  • Analyse the development of social security policies in China and provide advice to the Project Manager on the development of project strategy.
  • Build and expand networks and relations with ministries and other government agencies, the employers’ and workers’ organizations, non-governmental organizations and other key stakeholders
  • Organize seminars, workshops, technical meetings and training courses.
  • Develop knowledge sharing tools designed to forge partnerships, share good practices foster academic research and facilitate stakeholder alignment to promote adequate, equitable and sustainable social protection for all in China.
  • Contribute to the preparation of periodic and ad-hoc progress notes on the status of projects planning and their implementation
  • Similarly, contribute to the development of project research, technical reports, policy notes.
  • Perform quality assurance of technical and non-technical document in the Chinese language.
  • Contribute to the development of terms of reference for consultants and supervise the development of policy-oriented research and publications.
  • Under the guidance of the Project Manager, regularly assess progress, identify implementation problems. Also, take corrective measures in line with the project’s monitoring framework and procedures.
  • Under the guidance of the Project Manager, develop visibility products such as newsletters and promotional materials. Similarly, organize visibility events, and build networks and contacts with the relevant media partners.
  • Oversee the development and approval process of the implementation partnership agreement as well as monitor the performance of implementation partners. Also, ensure timely completion of the work in accordance with the ILO’s financial rules, regulations, practice and procedures.
  • In addition to that, perform other duties as may be required.

Minimum requirements

  • Bachelors degree in economics, social sciences, or related field. In addition to that, strong knowledge on development issues of particularly in China.
  • A minimum of three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).
  • Excellent knowledge of the working language of the duty station and a good knowledge of English.
