The roles and responsibilities of the NPM for project management (70% of time) are:

• Establishment of the staffing and operational functions of the Project Management Unit;
• Guiding the preparation of annual work plans, monitoring and evaluation plans, etc.;
• Overseeing the drafting/reviewing of terms of reference key staff
• Coordination with regional and local authorities and stakeholders in implementing project activities;
• Providing secretariat services to the Project Board;
• Prepare revisions to the multi-year work plan, as needed, as well as annual and quarterly plans if required.
• Plan the activities of the project and monitor progress against the approved work plan.
• Facilitation of monitoring and evaluation missions by UNDP or designated consultants to UNDP.
• Support the Mid-term and Terminal Evaluation process
• Prepare the inception report no later than one month after the inception workshop.
• Assess major and minor amendments to the project within the parameters set by UNDP-GEF;

The roles and responsibilities of the NPM for technical coordination (30% of time) and support are:

• Supporting the coordination of  technical oversight and monitoring of the responsibilities of the International  Consultants and the operation of the 5 Provincial Coordination Units (consisting of a  Provincial Coordinator and Community Liaison Associates in each Province) in development of NISSAP, LDN framework, integrated landscape/seascape management planning process, village level conservation, SLM and livelihood activities etc
• Support the conduct of technical consultations and workshops to develop guidelines, tool kits and manuals for facilitating of planning for sustainable landscapes/seascapes, including biodiversity, IAS prevention and management, SLM etc. (Output 3.1)
• Lead the preparation of national species action plans, with technical inputs from sector agencies, NGOs, local communities and national consultants (Output 3.2)
• Provide technical oversight, guidance and best practices to enable Provincial Coordinators and local sector entities to identify, develop and implement innovative agricultural activities in support of SLM and prevention and management of IAS (Output 3.3) and promotion of green and blue livelihoods (Output 3.4), including initiation of contacts with the private sector
• Oversee the development and organization of awareness and publicity programs and materials
• Support plans and protocols for inter-agency coordination during the preparation of landscape/seascape planning (Output 4.1).
• Oversee and guide the capture lessons learned during project implementation (Output 4.2).
• Monitor implementation plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans;
• Monitor and track progress against the GEF Core indicators.

Required Skills and Experience

• Minimum 7 years (with Master´s degree) or 9 years (with Bachelor´s degree) of project technical experience, showing a progressive increase in scope and responsibilities.
• Candidates must have practical experience and sound knowledge of development issues in Pacific Islands countries context
• Demonstrated experience on policy and institutional matters, and technical knowledge on aspects relating to biodiversity conservation, sustainable land management and wetland management
• Familiarity with the goals and procedures of government institutions, including those of UNDP and GEF as it relates to the Project goals and objectives
• Demonstrable ability to organize, facilitate, and mediate technical teams to achieve stated project objectives

• Fluency in English and local language is required
