Program Officer position is available in the Implementation Support Section II (Sub-Saharan Africa), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime, (UNODC). The incumbent will work under the guidance and direct supervision of the Chief of Section (ISS II).

Key Responsibilities

  • Conduct legal analysis and review of national legislation, in accordance with international human rights standards, related to the collection, transmission, use, retention and sharing of API/PNR.
  • Also, identify legal gaps and provide assistance in the formulation and drafting of relevant laws, policy and regulations necessary for governments to comply with international standards.
  • Carry out in-depth legal research and analysis to prepare guidelines, legal reports and working documents addressing pertinent human rights issues , for instance, data protection and privacy concerns relating to API/PNR.
  • Provide specialized legal advice/support and technical input on complex legal issues/aspects concerning API and PNR.
  • Likewise, assist in the conceptualization, planning, organization and implementation of regional and national legislative workshops and consultations
  • Moreover, participate in and provide technical assistance to Member States and undertake related technical assistance missions
  • Contribute to the preparation of reports, technical briefings, background documents, legal papers, briefing notes, speeches.

Qualifications and Requirements

  • An advanced university degree (Master’s degree or equivalent) in law is required. Specialization in criminal law, counter-terrorism and human rights is highly desirable, or a first-level university degree in similar fields in combination with two additional years of qualifying experience
  • A minimum of five years of progressively responsible and directly relevant professional experience in legal and criminal justice matters, with a focus on terrorism prevention and/or civil aviation
  • Legal drafting experience, in both civil and common law legal systems
  • Experience in dealing with Advance Passenger Information (API) and Passenger Name Record (PNR) legal requirements and international standards is desirable.
  • Similarly, working experience on legal matters related to human rights and data privacy/protection matters is desirable.
  • Work experience at both national and international levels is an advantage.
  • Fluency in English with excellent drafting skills
  • Knowledge of another official United Nations language is an advantage.
