Position: Program Officer

Responsibilities

The Program Officer will be doing the following duties

  • Working as an integral part of CSM II’s Intercommunal Harmony Team and liaising closely with the other teams, including Strategic Information Team and the Finance & Operations Team.
  • Helping with the oversight of Project grants to selected CSOs and media outlets working to promote interethnic harmony, religious freedom, mutual understanding and conflict mitigation among communities.
  • Working on grants from both technical and administrative points of view, assessing grantees’ capacity, making sure they understand the terms of their grants and helping ensure that they receive suitable support and capacity-building, both technical and administrative.
  • Coordinating the logistics and scheduling of capacity building for partner organizations, including the contracting of capacity building providers, as necessary. Also, with guidance from the team Director, ensuring that administrative procedures are in place for efficient grant management.
  • Working with the team, reviewing and developing grant proposals, and preparing the necessary supporting documentation before submitting grant proposals to the team Director prior to final approval.
  • Ensuring that all solicitations, due diligence procedures and management procedures relating to grants aligns with best practices and FHI 360 and USAID requirements.
  • Working with other members of the  Program Team to help design and implement all aspects of grant-related activities, including solicitation workshops, pre-award actions, due diligence, negotiations of grants, development of grantees’ and reporting systems, grantee orientation workshops, support for and monitoring of grant projects, and grant close-out procedures.
  • With guidance from the team Director and the FHI 360 Country Office, ensuring that the FHI 360 Fraud Prevention Policy and other policies and requirements, including USAID regulations and requirements relating to Myanmar, are observed and explained to grantees and fully complied with.
  • Furthermore, developing good relations with CSO partners and FHI staff counterparts.

Requirements

The ideal candidate will have the following requirements

  • A Bachelor’s Degree in a relevant field;
  • At least 3 years’ experience in a comparable position with a relevant CSO, donor, government agency or business;
  • At least 2 years’ experience managing grants, contracts or other comparable agreements;
  • Demonstrated understanding of sensitivity toward intercommunal harmony issues in Myanmar. Similarly, knowledge of USAID rules, regulations and processes;
  • Good oral and written communication skills in English and Myanmar;
  • The ability to use technology independently, and to ensure the integrity of systems, internal controls and data; also the ability to recommend modifications for further strengthening of these systems.
