Results for Development (R4D) is seeking a Senior Contracts and Compliance Officer to lead all sub-granting activities and apply GAAP to manage and oversee pre and post-award administration of multiple and complex subgrants, and subcontracts ensuring strict compliance with donor requirements and R4D policies and procedures. This position will support a $200 million, 5-year USAID Health Systems Strengthening project known as the Accelerator.

Responsibilities 

  • Oversee and implement plan for the efficient management of full cycle subgrant award administration, including assessment of subgrantees, award of subgrants, administration, and close out of subgrants granted to international NGOs and US-based organizations
  • Advise and train program teams on USAID compliance requirements and set up systems, policies and procedures to assure compliant
  • Advise and train the Accelerator team on specific project compliance requirements
  • Collaborate with program staff during proposal submission, and review grant applications to ensure compliance with guidelines and policy, and support of the goals and mission of R4D
  • Review, negotiate, approve and modify subgrant agreements and subcontracts in line with R4D and USAID guidelines, ensuring they support the goals and mission of R4D
  • Review, analyze and monitor to ensure subgrants are expended in compliance with funder requirements and R4D policies and procedures
  • Review the accounting procedures and internal controls of each organization and provides useful recommendations for improvements;
  • Conduct organizational risk assessment and establish financial monitoring plan;
  • Prepare subaward packages insuring that any specific donor requirements are incorporated into the cooperative agreements, routes to management for approvals, and issues the agreements to subrecipients;
  • Perform on-site reviews and training at subgrantee locations, as needed;
  • Assist in the development of partner organizational policies and procedures, as needed;
  • Manage the drawdown process for the subgrants;
  • Monitor financial and narrative report submissions and ensures timely submission of reports by the subrecipients;
  • Review subrecipient financial reports and supporting documents;
  • Review required subrecipient audit reports;
  • Provide subgrants management training to R4D staff;
  • Prepare regular financial analysis and updates on subgrant issuance and pipeline tracking records;
  • Ensure subgrant related accounts are accurately and completely reconciled, and subgrants related records securely and safely maintained in line with R4D guidelines and policy
  • Assist the audit process to include audit work-papers, and work with auditors to ensure a clean audit
  • Develop guidelines, policies and procedures on subgrants
  • Develop and implement internal controls, audits, and best practices across all subgrants functions
  • Assume full and overall responsibility for the accuracy, completeness, integrity, and security of managed subgrants and subcontracts-related systems and data
  • Serve as the point of contact for assigned subcontracts and subgrants including compliance related inquiries
  • Manage professional relationship with stakeholders such as partners, subgrantees, funders, etc.
  • Research and interpret accounting policy, apply approved recommendations to operational issues
  • Apply broad conceptual judgment, initiative and ability to deal with complex subgrants/subcontracts issues
  • Provide standard and ad hoc reports in user friendly formats to authorized personnel as needed
  • Resolve all work-related problems promptly, and use good judgment in escalating important issues
  • Monitor applicable federal regulations for changes and updates to grants, subgrants, and contracts
  • Update knowledge, and keep abreast of current and proposed work-related legislation
  • Share knowledge with staff, and provide finance training to new hires, and other employees as needed
  • Act as back-up to the Manager of Grants Administration and grants staff as needed
  • Other duties as assigned

Qualifications

  • 5-10 years of project-based grant accounting experience required with a BA or MA in finance, accounting or business
  • Expert knowledge of government grants and contracting rules and regulations, particularly USAID
  • Prior experience working in similar roles at an international NGO partially funded by USAID
  • Strong financial analysis capability; understanding of project management/project delivery concepts and tools;
  • Ability to translate financial concepts to non-financial project managers verbally and through effective graphic presentation of data
  • Experience leading formal and informal trainings
  • Excellent communication skills and strong interpersonal skills.
