The Senior Procurement Specialist manages the work of a team of Procurement Specialists, who manage the procurement life cycle from end to end, from receipt of requisition order through delivery and vendor payment, including regulations and policies compliance for procurement and supplier contracts. The Senior Procurement Specialist also is responsible for supervising, reviewing and completing necessary sourcing events (including drafting, issuing and reviewing RFXs, confirming product specifications, completing procurement requirements evaluation, and drafting or reviewing the subcontracts for execution with vendors). The Senior Procurement Specialist will also manage the day-to-day work of their team to manage end to end procurement events (from receipt of RO through delivery and payment) and coordinate with staff across the supply chain, including the Quality Assurance team and the Deliver/Return team to ensure proper shipment of orders.

Responsibilities

  • Supervises a team of Procurement Specialists responsible for receiving RO’s, completing sourcing events, ensuring contractual compliance, obtaining client approvals, and coordinating to ensure proper shipment of orders.
  • Implements and refines policies, procedures, work instructions and guidance documents related to the Procurement function in the Global Supply Chain (GSC) unit.
  • Oversees the day-to-day work of Procurement Specialists including workload distribution, performance management, and capacity building.
  • Support strategic sourcing strategy implementation, in collaboration with Supplier Relationship Management team, USAID, and GSC teams.
  • Responsible for the establishment of performance goals and career development plans for a team of procurement specialists.
  • Reviews requests and/or obtains country office and/or USAID mission approval for Requisition Orders.
  • Supervises Procurement Specialists who will work with the Forecast and Plan team, to determine whether requested products can be procured by internal distribution order (DO), supplier purchase order, or whether competitive sourcing is required and provides guidance to procurement specialist for complex orders.
  • Supervises, reviews and organizes Source Selection Evaluation Board (SSEB) for each sourcing project.
  • Reviews and creates RFXs (RFIs, RFPs, RFQs) leveraging evaluation criteria to gather requirements, determine evaluation criteria weighting, and develop technical questions.
  • Reviews or conducts eRFX (RFI, RFP, RFQ) events using ARTMIS e-sourcing platform.
  • Monitors the tender submission process for formatting, completeness, consistency, and compliance.
  • Supervises, reviews and evaluates RFX responses leveraging standardized scoring methodologies.
  • Continuously identify emergency, or critical sourcing events that require management intervention, collaborating with USAID, Country Programs and suppliers as required.
  • Ensures the completeness and accuracy of contracts, including monitoring all related liabilities and third party contracts.
  • Supervises the management of data related to the tendering process.
  • Ensures visibility of sourcing event status Task Orders to internal and external stakeholders, including USAID, GHSC-PSM Country Programs and GSC teams.
  • Manages target cycle time metrics goals for team.
  • Provides on the job training in best practices in procurement management.
  • Provides proactive and courteous customer service communication both verbal and written formats.
  • Follows up on inquiries in a timely fashion.
  • Continuously works to improve and broaden health commodity product knowledge.
  • Liases with ISC Managers to ensure coordination across the global supply chain.
  • Liaises with Quality Assurance/Quality Control team and USAID regarding quality control requirements for sourcing events.
  • Liaises with Deliver/Return (Freight Team) to ensure all proper waivers and documention are prepared to pickup and ship goods to final destination.
  • Stays abreast of and communicates any changes in contractual requirements

Qualifications

  • Minimum 5 years of procurement, supply chain, and/or technically relevant work experience.
  • Strong experience executing and managing the end-to-end procurement life cycle
  • Bachelor’s degree or equivalent work experience.
  • Solid understanding of USAID and other Federal Acquisition Rules.
  • CIPS, CPSM, or other relevant procurement certification preferred.
  • Strong project management skills.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
  • Strong knowledge of MS Office applications.
  • Ability to work both independently and as part of a team.
  • Demonstrated integrity, independent thinking, judgment, and respect for others.
  • Experience living or working in developing countries preferred.
  • Technical product knowledge of one or more GHSC-PSM product areas.
  • Experience living or working in developing countries preferred.
  • Willingness to work overseas for up to 4-8 weeks per year.
  • Focused attention to detail.
  • Foreign language fluency desired.
  • Performs other duties as assigned.
