The position of Senior Programme Management Officer is located in the Secretariat of the United Nations Joint Staff Pension Board. The position reports to the Secretary of the Board. The focus of this job is to lead or direct implementation, monitoring, and evaluation of all activities related to the functioning of the Pension Board and its subsidiary bodies.

Responsibilities

  • Provides guidance related to the functioning of the UN Joint Staff Pension Fund, the Board, and its Subcommittees.
  • Assists with the preparation of the agendas, notes, and reports of the Pension Board and the Pension Board’s subsidiary bodies under the coordination and general guidance of the Secretary and the Chair of the Board.
  • Also, maintains and updates records of deliberations and decisions of the Board
  • Provides support to the Secretary of the Board directly in the overall planning, management, and coordination of conference management and technical support services
  • replaces the Secretary of the Board, when required.
  • In addition, acts as secretary of the Audit Committee of the Pension Board
  • Collaborates and liaises with the Pension Administration, Office of Investment Management, Secretariat of the Fifth Committee, Secretariat of ACABQ, and Staff Pension Committees of Member Organizations on matters of mutual interest
  • Assists the Secretary in coordinating relationships between the Board and all other relevant actors
  • Develops, implements, as well as evaluates all assigned activities
  • review of relevant documents and reports
  • identifies priorities, problems, and issues to be addressed and propose corrective actions
  • Also, ensures the implementation of gender mainstreaming guidelines
  • Review the assessments of issues and trends, preparation of evaluations or research activities and studies
  • Undertakes survey initiatives
  • reviews, analyzes, as well as interprets responses, identifies problems/issues, and prepares conclusions.
  • Supervises preparation of various written outputs for the Board and its subsidiary bodies
  • In addition, designs and conducts activities as well as makes presentations on assigned topics/activities.
  • Coordinates activities related to budget and funding and ensure the preparation of related documents/reports.
  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside as well as outside the organization.
  • Ensures effective utilization, supervision, and development of staff

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

  • A minimum of ten years of progressively responsible experience in project or programme management, administration, or related area.
  • Experience in servicing governing bodies as well as experience in the application of rules, procedures, and practices of intergovernmental or tripartite bodies is desirable.
  • Experience with the UN Pension system and the functioning of the UN Joint Staff Pension Board is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
