The United Nations High Commission for Refugee announces a vacancy opening for the position of Senior Shelter Assistant in Venezuela. The position holder will assist in providing technical support on shelter and general infrastructure-related activities as well as regular guidance within the Area of Responsibility (AoR). In addition to that, the Senior Shelter Assistant will assist the supervisor in the assessment of shelter needs, capacity, and monitoring of the project implementation as well as reporting activities.  The incumbent reports to a senior shelter/settlement technical colleague and also liaises with IPs and local authorities on behalf of UNHCR. Furthermore, s/he will oversee the UNHCR technical efforts during an emergency and or protracted crisis.

Key duties 

The incumbent on the vacancy of Senior Shelter Assistant at UNHCR in Venezuela will

• Assist in carrying out technical assessments of all shelter typologies e.g. (i.e. unused or unfinished private and public buildings / private accommodation /houses/apartments) in priority locations that have been identified by the municipalities and /or the Shelter partners.
• Similarly, assist the supervisor in technical and/or shelter coordination activities.
• Supporting in technical design work and preparation of tender documents such as specifications, schedules of work and BQ¿s.
• Support the supervisor and/or implementing partners when necessary with technical support for all aspects of shelter related activities.
• Assist with the monitoring and reporting of the project implementation under the AoR.
• Also, support supply colleagues in the market analysis of locally available construction materials and skills, promoting the use of local capacity as appropriate.
• Report regularly on the work progress of various shelter activities and preparation of SitRep¿s (weekly and monthly). Utilizing standard portals e.g. SIP making information on shelter projects within the area of responsibility readily available for colleagues.
• Liaise with IPs and local authorities on behalf of UNHCR as well as participating in monitoring the implementation of shelter activities.
• Furthermore, perform other related duties as required.

Requirements 

• High school diploma and at least five years of relevant experience with
• Certification in Civil Engineering and Architecture.
• Relevant working experience in the related field.
• Experience of collaboration with different international organizations.
• Good technical knowledge about construction standards and guidance.
• Fluency in English.
• Furthermore, knowledge of UNHCR shelter standards, as well as standards related to protection, environment, and land use is desirable.
