Social Affairs Officer (Social Protection), UN

This position is located in Cluster 2 on Gender Justice, Population, and Inclusive Development in the United Nations Economic and Social Commission for Western Asia (ESCWA – unescwa.org). The Social Affairs Officer (Social Protection) will report to a Senior Social Affairs Officer/Project Coordinator.

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council.

Responsibilities of Social Affairs Officer (Social Protection): 

Within delegated authority, the Social Affairs Officer (Social Protection) will be responsible for the following duties:

Social Protection Systems and Programmes Analysis

  • Translates the country driven data analytics of social protection programmes into advisory reports for policy/decision makers aiming at informing evidence-based social policy decision making.
  • Develops indicators and innovative methodologies and approaches and frameworks for review and evaluation of specific social protection programs and challenges.
  • Coordinates with government officials, global organizations, and UN entities on social policy issues linked to program implementation, offering advice on related matters.
  • Assists in the planning, organizing, and servicing of technical and ad-hoc expert group meetings; drafts reports and prepares summaries of meetings, etc

Intergovernmental support

  • Supports social development intergovernmental processes by preparing reports, summarizing meetings, contributing to statements, and organizing events related to social development issues.

Technical Cooperation

  •  Provides demand-oriented and tailored statistical analysis of social registry data based on technical cooperation requests from member states, at times at premises of member states.
  • Organizes and conducts training seminars for national experts.
  •  Prepares documentation for technical cooperation programmes and projects.
  • Contributes to the preparation of material for the approval of regional, country or sectoral technical cooperation projects.
  • Monitors, backstops, and assesses the implementation of technical cooperation programmes and projects.

General

  •  Provides guidance to, and may supervise, new/junior members of the work unit (SP team).
  • Performs miscellaneous tasks and administrative duties as needed to ensure the work unit’s services are delivered effectively.
  • Undertakes on-the-job and other training activities, both internally and externally.

Selection Criteria

Education

  • Advanced university degree (Master’s degree or equivalent) in sociology, economics, other social science or related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification:

  • A University degree in statistics and/or development studies is desirable.
  • A Ph.D. in one of the above-mentioned fields is desirable.

Work Experience

  • A minimum of five years of progressively responsible experience in socio economic development, policy analysis, sociological research or related area is required.
  • In-depth technical knowledge and experience using R/R-Studio for statistical analysis of large data-sets is required.
  • Three years of experience in social protection is desirable.
  • Three years of experience in data analysis is desirable.
  • Two years of experience in countries of the Arab region is desirable.
  • Two years of experience in developing countries as well as Lease Developed Countries (LDC) is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For the position advertised, fluency in English is required; knowledge of Arabic is desirable; and knowledge of French is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
