Position: Senior Human Rights Officer at the United Nations Office of the High Commissioner for Human Rights

Roles and responsibilities

In particular, the position holder will be responsible for the following duties

  • Leads and coordinates the work of OHCHR-Cambodia following its mandate of monitoring, advisory services, technical cooperation, protection and promotion of human rights.
  • Formulates human rights strategies, including from a gender equality perspective; develops a vision or direction for the work of the Cambodia Office and creates the conditions for implementing that vision or direction.
  • Represents the High Commissioner on matters of human rights.
  • Builds and maintains relationships with the Cambodian authorities, Ambassadors, Heads of UN Agencies and other intergovernmental organizations and non-governmental organizations and the Special Rapporteur on the situation of human rights in Cambodia, on human rights issues and implementation of programs.
  • Advises the Government on human rights matters as well as advises the UN Resident Coordinator and the UN Country Team on strategies to build and strengthen national capacities and institutions for the promotion and protection of human rights
  • Exercises daily management of the office, including oversight of all logistic, financial and
    human resources in accordance with relevant UN Rules and Procedures.
  • Assists the relevant United Nations human rights mandate-holders in the discharge of their mandates.
  • Design, develop and also implement a significant program to address human rights issues, including their gender dimensions.

Additional duties

  • Formulates the program of work, budget and medium-term plan of the office. Similarly, participates in the overall formulation and approval of the program of work, and administrative matters.
  • Prepares human rights reports on key sectors or key regional developments.
  • Develops and maintains relations with officials at the highest levels of government. Also, advises and assists them on human rights issues and policies.
  • Coordinates and oversees human rights research initiatives.
  • Similarly, manages, coordinates organizes and supervises human rights officers.
  • Furthermore, performs other related duties as required.

Requirements

  • Master’s degree in law, political science, international relations, social sciences or related field. However, candidates with a bachelor’s degree in a combination of two years of additional qualifying work experience can also apply.
  • In addition to that, at least ten years of progressively responsible experience in human rights, political affairs, international relations, law or related area.
  • Fluency in English. Knowledge of French would be plus.
  • Experience in monitoring and reporting on human rights issues is desirable. Similarly, experience in human rights mainstreaming and technical cooperation in a UN field context is desirable.
