Department: Office of Information and Communications Technology
This position is located in the Policy, Strategy and Governance Division of the Office of Information and Communications Technology. The incumbent will report directly to the Director of the Division.
Within limits of delegated authority, the Information Systems Officer is responsible for the following duties:
•Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
•Also, the incumbent provides expert advice on complex systems analysis and design. He/she identifies the need for new systems or responds to requests from users; develops plans for feasibility assessment, etc.
•Additionally, he/she develops cost proposals for contractual services, oversees the technical evaluation of proposals received, and manages the contract service.
•Tracks, and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.
•Likewise, the incumbent provides professional leadership and work direction. Also, the candidate provides management support to the PSGD Director, and mentors and supervises the work of new/junior officers, contract staff, etc.
•In addition to that, he/she is actively involved in the execution of the most complex aspects of the project. Also, the candidate oversees the development of document and database structures.
•Furthermore, he/she develops, implements and monitors information standards and guidelines, including testing paradigms.
Education
An advanced university degree in computer science, information systems, mathematics, statistics, or related fields. Additionally, the organization may accept a first-level or advanced degree in any field of studies with two additional years of relevant work experience in lieu of an advanced university degree in the specified fields of studies.
Work Experience
A minimum of seven years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related area is required.
Additionally, experience in the coordination of high-level missions, meetings, or conferences.
Also, the incumbent must have managerial experience
Likewise, experience working in the front office environment is desirable.
Also, the experience building ICT partnerships with regional organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Additionally, for the position, the incumbent must have fluency in both English and French. Furthermore, knowledge of another official United Nations language is an advantage.
