Posting Title: Programme Coordinator (Law Enforcement Expert and Head of Program Office in Tajikistan)

Duties

  • Participate in strategic planning, development, management and implementation of the UNODC Programme for Central Asia, especially in Tajikistan, as well as strategic direction for UNODC in Central Asia, including the identification of strategic approaches and modalities to achieve UNODC objectives.
  • Also, implement and monitor the activities of the project related to the establishment of the Training Unit under the Drug Control Agency in Tajikistan; assess the training needs and play a key role in setting up a training curriculum; provide expert advice in the implementation of the training strategies and the sustainability of the Training Unit.
  • Additionally, ensure timely implementation of the program on strengthening drug law enforcement systems for criminal intelligence collection, analysis, and exchange in the region with focus on intelligence-led policing.
  • Additionally, prepare concept notes, other proposals, revisions, and periodic progress reports in compliance with UNODC standards in order to seek funding based on the experiences gained and the results produced through the envisaged activities. Liaise with donors and fulfill reporting requirements.
  • Furthermore, maintain updated information, assessment, analysis of the drugs and crime situation in the country, and the wider region.

Qualifications

Education

Advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations, or related fields of criminal justice, crime prevention, and/or law enforcement. Also, a first-level university degree or equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice, crime prevention, a criminal investigation, law enforcement, border management, border working techniques and/or other related areas, in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree. Furthermore, certification or other qualifications in training design and delivery is an advantage.

Work Experience

A minimum of seven years of progressively responsible professional experience in the law-enforcement including counter-narcotics, transnational organized crimes, rule of law field, and program management is required.

Additionally, at least two years of experience related to law enforcement training at an international level is required

Furthermore, work experience in the United Nations system or a similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position, the incumbent must have fluency in English. Likewise, the working knowledge of Russian is highly desirable. Knowledge of another United Nations official language is an advantage.
