National Project Officer (Maritime crime) {UNDP Paid Internship }

Within assigned authority, the National Project Officer will assist in the implementation and the expansion of the Libya Programme Office portfolio.

Duties and Responsibilities

Summary of key functions:

 This will include:

  • Coordinating the planning and implementation of the project activities as outlined in the project document/ workplan;
  • Contributing to the implementation of UNODC technical assistance in relation to the project by providing substantive, technical and logistical support on maritime crime;
  • Working in close collaboration with National Counterparts, UNODC staff both in the Libya Programme Office, GMCP, ROMENA and HQs in order to coordinate activities exchange information and to ensure consistent service delivery;
  • Working on programme development with a view to ensure the continuous expansion of UNODC portfolio on maritime crime.
  • Actively participating in the efficient planning, implementation, monitoring and evaluation, reporting and reviews of project’s strategies and capacity-building activities in Libya.
  • Providing well-researched and sound analysis and advice, building and sharing knowledge on criminal justice and forensic programme in Libya, delivering outputs and relevant documents in a timely manner
  • Knowledge building and knowledge sharing.

Specific tasks to be performed by the National Programme Officer: 

Within delegated authority, the incumbent will support UNODC capacity building efforts and technical assistance activities aimed at promoting maritime law enforcement for effective search and rescue in line with international human rights in Libya, as follows:

  • Assist in monitoring and analyzing, on an ongoing basis, social, economic, legal and/or political developments and trends relevant to maritime law enforcement
  • Develop and maintain a specific and tailored work and monitoring plan for UNODC activities within the framework of project.
  • Assist in the organization and delivery of UNODC activities within the framework of project; including monitoring and evaluation, needs assessments, consultations with stakeholder, development of manuals and guidance; mapping of stakeholders; trainings and workshops and other capacity-building support.
  • Draft reports and other written outputs on activities and progress in relation to project objectives and outcomes in line with UNODC and donor-related reporting requirement; also prepare other written outputs, such as official correspondence, briefings and presentations as required;
  • Provide substantive support in the development of relevant technical and training materials, tools and capacity-building packages and participate in national workshops, seminars and training courses;
  • Assist in ensuring close coordination and partnerships with all relevant stakeholders and partners, including national authorities, non-governmental stakeholders and donors, including by attending meetings and promote UNODC’s work
  • Assist in project/programme and or budget revision, the preparation and dissemination of costed work plans, terms of references and other related project document under the programme
  • Assist in overseeing all financial and administrative processes in relation to UNODC engagement within the framework of the project to ensure timely completion and compliance with UN rules and regulations;
  • Support to communications including produce internal reports and newsletters
  • Support the development of new initiatives and identify possible UNODC fields of intervention in close cooperation with relevant national counterparts and/or international agencies when applicable, including by drafting concept notes, project proposals and related budgets to ensure continuity of technical assistance and expansion of the Programme Office in Libya and ROMENA.
  • Support as required the UNODC Programme Office in Libya.
  • Support UN work in Libya as required in close collaboration with the Head of Officer and Programme Coordinator.
  • Perform other duties as required.

Required Skills and Experience

Education:
  • Advanced university degree (Master’s degree or equivalent) in international relations, project management, law, criminal justice, forensics, criminology, security studies, telecommunications or a related field is required. A first-level university degree or equivalent academic education, professional training with certification from a recognized international institution, customs or other staff training institution, with specialization in project management, criminal justice, crime prevention, criminal investigation, law enforcement, and/or other related areas in combination with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
  • A minimum of three years of progressively responsible experience in programme or project administration, technical cooperation or related area at the national level is required.
  • Three years of focus/work experience on maritime affairs, or security policy, or telecommunication is required.
  • Knowledge of Libyan institutions, Libyan telecommunication framework, Libyan legislative framework, and Libyan criminal justice system is required.
  • Work experience in providing technical assistance to governments in the region is desirable.
  • Work experience with the United Nations or similar organizations is desirable.
  • Familiarity with the modalities of cooperation with civil society and NGOs is desirable;

Other desirable skills:

  • Experience in the use of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages is required;

Experience and knowledge in handling web-based management and ERP financial management systems is an asset;

Language Requirements:

Fluency in written and oral Arabic and English is required
