Procurement Specialist for world Bank

Working at the World Bank provides a unique opportunity for you to help our clients solve their greatest development challenges. MNA procurement Unit is seeking applications for the Procurement Specialist position who will be working closely with two Procurement hub leaders and country-based procurement staff based across five CMUs under overall guidance and directions of the Practice Manager.

Duties and Accountabilities of Procurement Specialist :

Contribute to analytical tasks on public procurement and reforms.

The Procurement Specialist will actively engage in innovative reform discussions across MENA countries, focusing on Sustainable Public Procurement (SPP) and SMEs, including data analytics. They will contribute to MENA’s operational, analytical, and advisory efforts, requiring expertise in public-sector governance and project involvement, including Resource Advisory Services (RAS) when possible. Strong communication skills are essential for effective engagement with diverse stakeholders within and outside the Bank, including government counterparts and other institutions. Building and maintaining positive relationships with international and national partner organizations, such as academia, civil society groups, and local research centers, is also a key aspect of the role.
He/she more specifically will: 
  • Innovate and reform public procurement, collaborating with colleagues.
  • Engage in procurement reforms in relevant countries.
  • Identify client needs and design procurement arrangements.
  • Assess procurement capacity and prepare fiduciary systems assessments.
  • Develop knowledge and learning products across procurement networks.
  • Manage online surveys and produce progress reports.
  • Coordinate delivery of MENA procurement publications and tools.
  • Willingness to obtain procurement accreditation within two years.

Selection Criteria

  • Minimum 5 years of successful experience in public procurement management.
  • Advanced degree (MA/MSc/MBA) in a relevant field.
  • Comprehensive understanding of Multilateral Development Banks’ procurement policies.
  • Experience in leading or supporting the development of procurement components in Bank operations.
  • Strong written and oral communication skills in English.
  • High integrity and commitment to quality and timeliness.
  • Effective in multicultural environments and client relationships.
  • Excellent interpersonal skills and ability to work in a team.
  • Detail-oriented and capable of multitasking with minimal supervision.
  • Willingness to travel internationally when required.
