The Delivery Unit Specialist will oversee the successful implementation Transforming Lives Plan. The Specialist will play a pivotal role in ensuring the successful execution of projects within the Transforming Lives Plan, will collaborate with stakeholders to define project scope, manage resources, and maintain alignment with strategic goals and objectives. Acting as the primary point of contact for the Plan, he or she will oversee program delivery, manage budgets, and foster effective communication among all stakeholders.
Duties and Responsibilities of Delivery Unit Specialist
- Collaborate with stakeholders to define program scope, deliverables, risks, and resources needed for successful program execution.
- Ensure programs remain within scope, meet budgetary and scheduling requirements, and maintain high-quality standards.
- Provide regular program status updates to stakeholders, addressing feedback and concerns as needed.
- Develop and monitor program budgets and staffing requirements, ensuring adherence to legal requirements.
- Plan, schedule, monitor and report on program activities.
- Establish key project metrics and develop control procedures to manage changes effectively.
- Lead status review meetings, resolving technical and operational issues as required.
- Train, manage, and motivate the program team, resolving conflicts and fostering a collaborative work environment.
- Provide thought partnership and strategic advisory support to City leaders and policy makers.
- Assess existing capacity gaps and support project teams to build capacity and effectively implement program goals.
- Establish new partnerships and maintain existing relationships with strategic partners.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) on Social or Political Sciences, Public Policy and Administration or a similar relevant discipline is required.
- A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum of 5 years (with Master’s Degree) or 7 years (with Bachelor’s Degree) of progressive work experience supporting local or regional government projects is required.
Required skills
- Experience in strong project development and management, preferably involving public administrations.
- Experience managing multiple stakeholders including local communities, civil society and private sector.
- Experience in resource mobilization for development projects.
- Experience in public communication will be an asset.

- Demonstrated strong analytical and problem-solving skills, with the ability to navigate complex challenges.

Required Language(s)
- Fluency in English both written and oral is required.
- Working knowledge of another UN language(s) is desired.
