Programme Intern Analyst Climate Change at UNDP in Tashkent, Uzbekistan 

The Programme Intern  Analyst guides and coordinates activities of the relevant projects’ staff. The Programme Analyst collaborates with various stakeholders, including UNDP teams, UN Agencies, government officials, donors, and civil society, to ensure successful program implementation.

Duties and Responsibilities For Programme Intern Analyst 

Ensure effective management of programme strategies focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

  • Carry out thorough analysis and research of the political, public policy, social and economic situation in the country and preparation of substantive inputs to United Nations Sustainable Development Cooperation Framework (UNSDCF), Country Programme Document (CPD), and other documents in the areas of responsibility;
  • Identify strategic interventions within the programme areas assigned;
  • Ensure alignment and compliance with UNDP strategic planning and results framework and develops monitoring and evaluation indicators for the assigned programme areas;
  • Undertake reviews and prepare results reporting in line with country office/ corporate requirements and procedures.

Participate in effective management of the CO programme and projects within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Apply effectively the Results Based Management (RBM) tools, establish management targets and monitor achievement of results;
  • Identify and introduce performance indicators/ success criteria, cost recovery measures, targets and milestones.
  • Plan, design, formulate and coordinate necessary approvals for programme and project management.
  • Establish programme and project management arrangements in line with Result Based Management guidelines of UNDP.
  • Ensure appropriate closure of projects in line with UNDP rules and regulations with proper follow up action plan and lessons learnt documentation.
  • Support evaluation of the programme impact. Monitor and analyze the programme environment to make timely readjustments in the project and portfolio.
  • Provide management and supervision of team / other staff members as required in the team.
  • Work closely with other programme and operations units and the UNDP senior management.
  • Be accountable for results, avoid duplications and reduce transaction costs by proper planning and coordination.
  • Perform other duties in line with the scope of responsibility as assigned by the Head of Environment and Climate Action Cluster, UNDP Uzbekistan.

Support creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Contribute to development partnerships in the programme area based on strategic goals of UNDP, country needs and donors’ priorities.
  • Undertake capacity assessment of partners and define need for development support and project support services.
  • Act as resource person for capacity building and training programmes organized by partners
  • Design and coordinate relevant stakeholder consultations, workshops and conferences.
  • Explore and suggest new partnerships with donors, CSOs, Private Sector, and research institutions.

Provide top quality policy and advisory services to the Government of Uzbekistan and facilitation of knowledge building and management focusing on achievement of the following results:

  • Share knowledge on area of responsibility in the area of climate change mitigation and adaptation, energy efficiency and renewable energy internally and with external partners.
  • Facilitate collaborative knowledge sharing events and exchanges in the area of climate change mitigation and adaptation, energy efficiency and renewable energy between Uzbekistan and other relevant countries.
  • Contribute to development of policies and institutions that will address the governance bottlenecks and needs in collaboration with the Government and other strategic partners.
  • Make sound contributions to knowledge sharing including in South-South context, triangular cooperation, in knowledge networks and communities of practice.
  • Translate learning from programmes into material that can be shared on Knowledge Management (KM) networks as well as participate in such networks for knowledge sharing.
  • Organize trainings for project personnel on results-based programme and project management.

Required Skills and Experience in Programme Intern Analyst 

Education:
  • Advanced University degree (Master’s Degree or equivalent) in climate change, energy, national resource management, environmental policy or science, or international development or related field.
  • A first-level degree (bachelor’s degree or equivalent) in the specified fields of studies with two years of relevant work experience may be accepted in lieu of the advanced university degree.
Experience:
  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
  • Experience in project management, monitoring, result reporting and donor reporting is required.
  • Working experience with International Development agencies in the field of climate change and environment is preferred.
  • Experience and knowledge of UNDP or UN systems is an advantage.
  • Experience working in multi-cultural teams is an advantage.
  • Prior experience in excellent presentation skills and ability to present complex ideas and concepts in understandable way is an asset;
  • Demonstrated experience in good planning skills and understanding of government as service provider concepts.
  • Fluency in English and Uzbek. Good command Russian is desirable.
Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
