It is a fully-funded scholarship. In terms of international students, it covers the full tuition fee as well as some other additional allowances like

Eligibility

In order to be eligible for this fully Funded Ph.D. Scholarship at Australian National University

• Firstly, applicants must have applied for admission to a Ph.D. or Professional Doctorate by Research program at Australian National University.
• Additionally, s/he should have a bachelor’s degree from first-class honor and a master’s degree with a research base from a recognized university. Similarly, they must satisfy the English language proficiency

Application process and deadline

This application has no deadline because of no separate application process. All the candidates will be automatically assessed right after sending the course application but however, in the case of international applicants, the course application must be sent before 31 October.
