- High School Delegates: Students aged 13 to 19 can apply to represent a country within the NATO council.
- University Delegates: Open to students enrolled in any university worldwide.
- Head Delegates (HD): Students who wish to lead a delegation must submit an application and specify the number of delegates they will be guiding.
- Faculty Advisors (FA): Teachers or advisors can submit a group application on behalf of their students.
- Observers: Available for those who wish to attend the conference without participating directly in the simulations.
