Description:
The pre-school education sector is often excluded from the sector planning process or considered as non-priority, which leads to a low allocation of the funds necessary for the development of this sector. Furthermore, the precarious progress made in recent decades has been seriously challenged by armed conflicts and the COVID19 pandemic, which has forced countries in the region to close schools and pre-primary education establishments.
Duties:
- Take stock of the current situation of the preschool sector in the West and Central Africa region
- Likewise, identify the main levers of action and key recommendations for actors in the education sector in the WCA region to promote the development of preschool education, develop ambitious and solid strategies in sector plans, increase investments in this sub -sector and strengthen existing systems in countries;
- Moreover, mobilize financial and technical resources and identify opportunities for public / private / community partnerships to mobilize or multiply resources for preschool education;
- Develop key recommendations to strengthen the early childhood sub-sector in education sector plans and to achieve the goals set in national plans based on the evidence, current policies and challenges facing concerns the level of achievement of indicator 4.2 of SDG4 and other relevant indicators (4.1 and 4.c in particular);
- Likewise, identify policy actions aimed at generating resources for preschool education and examine options for allocating resources within the budgets allocated, if any, to preschool education in order to identify actions that will allow greater use. equitable and more efficient use of these resources;
- Also, develop and finalize an advocacy document, including two country case studies, taking into account stakeholder comments and contributions.
Required Qualification:
- Masters in education, development studies, economics, statistics or a related field;
- Also, at least 7 years of relevant professional experience analyzing education data in sub-Saharan Africa and / or other region;
- Proven record of publication of articles on education systems and learning assessments;
- Additionally, ability to work with quantitative and qualitative data, analyze institutional and scientific research documents and synthesize information;
- Excellent writing skills;
- Likewise, ability to pay attention to detail;
- Moreover, excellent knowledge of English or French. Working knowledge and ability to read technical documents in the other language.
Qualification:
- Doctorate in education, development studies, economics, statistics or a related field;
- Likewise, previous experience in a United Nations organization is an asset.
