Duties

As part of a global research project on collaborative regulation for the digital transformation, the consultant will carry out the following data research tasks, under the regular supervision of the senior program officer in the Regulatory and Market Environment Division.

  • Perform desktop research and data collection on topics related to regulatory policy, institutional collaboration, and cross-sector legal frameworks in the ITU Member States following the established methodology for the Fifth Generation of Regulation Benchmark (G5 benchmark) and related time series towards its extension.
  • Additionally, create data time series in Excel, work on their validation, and document data sources and references.
  • Also, code the primary dataset according to the established coding methodology of the G5 Benchmark.
  • Additionally, the incumbent will provide input based on new data collected and the data collection process in view of refining the methodology for the G5 Benchmark and the Excel prototype.
  • Likewise, perform other duties as assigned by the supervisor.

Qualifications

Education:

University degree in public policy, economics, or a related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.

Experience:

At least three years of progressively responsible experience in the area of the field. Also, an advanced degree in a related field can be considered as a substitute for one year of working experience. Additionally, a doctorate in related fields can be considered as a substitute for two years of working experience.

Languages:

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at an advanced level and knowledge of a second official language at an intermediate level. Furthermore, knowledge of a third official language would be an advantage.
