Expertise France is looking for a consultant, and/or a consulting company, to carry out a data quality assessment (CQD) of the project funded by UNITAID. The mission should follow Expertise France procedures for conducting a CQD and use the checklist for data quality assessment.

Duties

• Assessment of the quality of reports submitted as part of DHIS2 (or related software) and donor systems based on their consistency with source records
• Patient-level data completeness assessment for a set of clinical indicators
• Estimation of the margin of error of the reported data compared to the basic data
• Additionally, assessment of the various data collection, processing and management systems put in place
• Assessment of data flow from the initial collection point and reporting levels.
• Likewise, identification of areas of potential vulnerability that affect the overall credibility and usefulness of the data collected.
• Recommendation of actions to address any weaknesses identified in data collection, compilation/processing, analysis, and use of submitted data.

Requirements for Vacancy for Consultant at Expertise France

• The CQD expert (if necessary) must have the following qualifications:
• Also, a minimum of a master’s degree in public health, health service management, project management, monitoring and evaluation of public health programs, population studies/statistics, epidemiology, or biostatistics.
• A minimum of 3 years of relevant professional experience in M&E, strategic information management, data quality assessment and audit, or other relevant areas at the organizational level.
• Demonstrated knowledge of monitoring and evaluation, reporting requirements, and CQD tools, processes, and standards.
• Likewise, demonstrated knowledge of the Ministry of Health DQC tools, standards, processes, and requirements in relevant countries.
• Knowledge of the current Ministry of Health health management information systems in the countries concerned.
• Also, proven experience in conducting CQD, preferably with institutions in related countries, particularly in the health sector.
• Ability to carry out assignments on time.
• Furthermore, excellent report writing and presentation skills.
